About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

SAHARA GBV Girls Counselling Program

Through this 30-month project, Punjabi Community Health Services Calgary Society will scale a promising practice of Gender-Based Violence counseling program to spread awareness and strengthen the GBV sector. The organization will scale the program to South-Asian girls aged between 12 and 18. It will address intersectional factors such as religion, gender, racism, culture, and oppression that affects South-Asian youth experiencing GBV at home and/or in their communities. To do so, the project will develop a curriculum for individual and group GBV counseling programs on how to build resiliency, seek support systems, form boundaries, and cope with trauma while learning about empathy.

Strengthening systemic change in the gender-based violence (GBV) sector through feminist strategic litigation

Through this 42-month project, Women’s Legal Education and Action Fund (LEAF) will develop and put in place a promising practice of building sector capacity to prevent and respond to GBV through feminist strategic litigation, which will strengthen the GBV sector overall by moving towards broader changes to legislation, policies, and practices. It will utilize the expertise and address the needs of women, trans, and non-binary people who are experiencing GBV, particularly those who are Black, Indigenous, racialized, low income, disabled, and/or newcomers, as well as the people serving and advocating for them at national, provincial/territorial, and local levels across Canada, with representation of official language minority communities. To do so, the project will include an environmental scan of GBV sector organizations’ experiences within the legal system and legal cases and gather baseline data from participating organizations regarding their level of experience with and exposure to the legal system and feminist strategic litigation through survey and consultations. The data gathered will inform the nature and scope of workshops, programming materials, and resources LEAF will develop and deliver related to feminist strategic litigation, with a focus on national, provincial/territorial, and local level interventions.

Preparing for and Managing National Growth: Supporting 2SLGBTQI+ students across Canada into the Future

Through this 30-month project, ARC Foundation will build stronger capacity to be prepared for the scaling effects of national growth – including internal systems, strategic plans and focus, people strategy, planning and tools, and expanding collaboration with education and 2SLGBTQI+ community organizations and network - to help advance 2SLGBTQI+ equality. It will address key challenges and needs that the growth in demand and geographic reach engender, such as considering and responding to the impact on our team, our stakeholders and our systems, processes, and tools, so we can continue successfully collaborating with the education community. The project will include four key activities: complete three-five year strategic planning for national growth; identify, review and develop workforce and HR planning strategies; evaluate and optimize IT technology and tools for growth; and address and plan for risk mitigation for national scaling.

Countering Interpersonal Violence in Youth Sport: Bilingual Bystander Interventions

Through this 30-month project, Black Buildup will develop and put in place the Coaching Boys Into Men (CBIM) bystander intervention promising practice to strengthen the GBV sector. It will address the behaviours and attitudes that lead to GBV among young men and women, with a focus on Francophile Black men and boys. To do so, the project will include delivering workshops and interventions to youth in sport, and engaging the community through parents, coaches, sport administrators, and spectators to be active partners.

Safety Assessment Risk Management (SARM): Sharing Promising Practices

Through this 30-month project, The Redwood will scale their Safety Assessment and Risk Management (SARM) framework Ontario-wide to strengthen the GBV sector. It will address the need for the Violence Against Women sector to uphold a higher standard of GBV screening and safety planning and address the fallout from the widening service gap by offering a tool that develops strategies to reduce violence and mitigate risks from a survivor-centred approach.
To do so, the project will (1) identify service gaps and map coordination channels throughout Ontario; (2) conduct focus groups with survivors, service providers and subject-matter experts; (3) use gathered knowledge to develop a revised, more inclusive version of the SARM practice model in both official languages; (4) develop a comprehensive training curriculum and deliver SARM training to all project partners; and (5) conduct process and outcome evaluations.

The project will achieve these goals by developing long term vision and strategies, prioritizing organizational development, consulting the community on priorities, and conducting a fundraising feasibility study.

Men Like Me: Refugee/Newcomer men facilitate awareness, understanding and concrete action to prevent GBV

Through this 30-month project, the Mothers Matter Canada will scale their Men Like Me violence campaign with the help of White Ribbon to prevent GBV and strengthen the GBV sector. It will scale this initiative to immigrant and refugee men and boys to address isolation, foster positive family relationships and masculinities, and also destigmatize access to available support services.
To do so, the project will: capture the perspectives of refugee and newcomer men and boys; and design, develop and deliver the Men Like Me program, its training sessions, resource guides and other materials for the participants to use. An external evaluator will measure and assess the project and its outcomes. The approach and takeaways will then be shared through national webinars so that the promising practice may replicated or expanded upon.
Amendment No. 1 – 2025-2026 The supplementary funding will support Mothers Matter Canada in continuing to scale the project Men Like Me campaign by: simplifying the male allyship guide to create "Allies everyday card".
