In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 35-month project, 2Spirit Manitoba Inc. will increase its capacity to prevent and address gender-based violence (GBV) against Indigenous women, girls, or 2SLGBTQIA+ community members. This will be achieved by developing more inclusive policies and procedures, collaborating with Rainbow Resource Centre to ready the organization for youth focused GBV programs, by creating a strategic plan through community consultation and advisory group engagement, by creating GBV focused tools and resources, including a “safer spaces” guide for gender diverse and trans Indigenous community members, by creating a tool for 2SIQ inclusion at Trans Day of Remembrance events and by developing educational workshop content.
By the end of this project, 2Spirit Manitoba Inc. will have strengthened their internal capacity to prevent and address GBV against Indigenous women, girls, or 2SLGBTQIA+ people with a focus on creating resources for 2SIQ community members and allies within Manitoba.

Through this 35-month project, Ilitaqsiniq will increase its ability to prevent and address gender-based violence against Indigenous women, girls, or 2SLGBTQI+ people in Nunavut. This will be achieved by improving the way they plan ensuring gender equity is built into their foundation, increasing their effectiveness at recruiting, and retaining staff, increasing staff knowledge including 2SLGBTQI+ and Trauma Informed awareness, building a 2SLGBTQI+ innovative work pan-northern partnership network.
By the end of the project, Ilitaqsiniq will have strengthened its capacity to prevent and fight gender-based violence against Indigenous 2SLGBTQI+ women, girls and people.
