About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

CR2 - Brockville to Cardinal - Feasibility Study for the Implementation of Multi-use Pathways
During the Counties public engagement for the development of its Active Transportation Plan in 2021 there was significant public interest in the creation of an improved active transportation corridor along County Road 2 between Brockville and Cardinal and in fact to the east limit of the jurisdiction of the UCLG along the north shore of the St. Lawrence River. This would be similar to the existing and very popular Multi-use Pathway along the Thousand Island Parkway. It is anticipated that this design project would review the existing Counties property and related road infrastructure to identify the feasibility of constructing a multi-use path and/or linear bike lanes (where property limitations preclude a separated multi-use path) to establish a continuous active transportation link a a minimum between the City of Brockville and Cardinal.

Counteracting the sedentary lifestyle of the 50+ age group through active transportation in municipalities in Quebec
"In October 2021, with a view to providing an alternative way of experiencing active transportation, we tested participation by the 50+ age group in the On Your Feet Challenge (OYFC).
The results were very encouraging, and we now want to initiate an active transportation challenge primarily targeting the 50+ age group. Specific tools will be developed to help reach and educate them. The project will encourage people in the 50+ age group to try out active transportation through a challenge promoting active transportation as a way to counteract sedentary lifestyles and experiment with different technologies to assess the best way of prompting behaviour change in the 50+ age group. "

On Your Feet Challenge - secondary school, pilot projet in Quebec City, QC
The Secondary School OYFC pilot project will be based on the elementary school OYFC, with adaptations for a new target group and different needs. The OYFC encourages kids to try out active transportation for their daily commute. For three weeks in October, school communities are challenged to collectively travel 6,000 km, the distance from one end of Canada to the other. Each group of participants sets a target number of kilometres and reports their daily travel on the interactive website defiactivetespieds.ca/en/. They are helping their school meet the Challenge. Schools receive a toolkit, and participants have a chance to win sports-related participation prizes.
