In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Responding to Emerging Conflict Risks in Africa

This project aims to help ensure that increased individual or collective action is taken by decision-makers, including in the African Union to develop and adopt policies that effectively prevent, resolve or mitigate the effects of deadly conflict in Africa. Project activities include: (1) producing publications on politics, stability and conflict dynamics for various regions in Africa; (2) producing several media products (such as op-eds, commentaries, video entries) outlining key findings of reports, as well as other multimedia products and social media; (3) organizing and facilitating workshops on risk mitigation and risk analysis with diplomats, stakeholders, research participants and African Union officials; (4) organizing several publication launches in Africa, London (UK) and New York; and (5) engaging in targeted advocacy and outreach at local, regional and international levels.

Partnerships Engage Grants
The Partnerships Engage Grants provide short-term and timely support for partnered research activities that will inform decision-making at a single partner organization from the public, private or not-for-profit sector. The small-scale, stakeholder-driven partnerships supported through these grants are meant to respond to immediate needs and time constraints facing organizations in non-academic sectors. In addressing an organization-specific need, challenge and/or opportunity, these partnerships let non-academic organizations and postsecondary researchers access each other’s unique knowledge, expertise and capabilities on topics of mutual interest.
