Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Youth - Energy Modelling & Audits, and Works on Commissioning Software for Commercial / Light Industrial Buildings
1008251
The project involves developing an online equipment and energy dashboard (ADDAPT) and database specifically designed for assisting commissioning (Cx) and recommissioning (RCx) projects. ADDAPT will streamline the RCx process, reduce costs, track and validate carbon reduction credits. ADDAPT is a living repository for client buildings and projects, so a client can track equipment and testing during construction and can access the same data years later for continual ongoing commissioning best practices. ADDAPT also tracks and monitors energy and greenhouse gas (GHG) emissions using physical submeters installed on the main energy systems. ADDAPT provides a suite of features via containing building equipment and historical energy information.

Pilot Demonstration Plant for Producing High-Purity Magnesium and Silica Products
1008706
This project entails the design and operation of a hydromet pilot demo plant for processing magnesium ore at the rate of 10 kg per hour from the company’s RR deposits. The project builds on the successful bench test works that resulted in the development and optimization of the process flowsheet.
The pilot project consists of 5 stages: grinding, HCl acid leaching, PLS oxidation and Fe/Ni precipitation, MgCl2 purification, and SiO2 refining.
The project is divided into 3 major milestones:
1. Performing bench scale confirmatory tests towards identifying operational conditions of the
pilot.
2. Continuously running a 10-day pilot scale testing to process approximately 2.5 tons of RR
ore
3. Refining and production of high purity silica
