In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

School transportation plans for five elementary schools and one secondary school of the Hauts-Bois-de-l’Outaouais School Services Centre

The proposed project will lead to the development of six school travel plans (STPs) for the Hauts-Bois School Service Centre. The schools involved are École secondaire Sieur-de-Coulonge (Mansfield) and five elementary schools: Poupore (Fort-Coulonge), L’Envolée (Campbell’s Bay), Notre-Dame du Sacré-Coeur (Chapeau), Sainte-Anne (Grand Calumet Island) and Sainte-Marie (Otter Lake). Three appendices are attached to this funding application: a work plan, a recent sample STP, and a file outlining MOBI-O’s approach and expertise for the proposed planning project. Note: The work plan is spread over an eight-month period, but not all STPs will be completed at the same time; they will be staged over a total of two years.

Development of a local transportation plan for the Municipality of Chelsea

The Municipality of Chelsea wants to hire MOBI-O, the Centre de gestion des déplacements de l’Outaouais, to develop a local transportation plan (LTP) for the area around Scott Street. The project will develop active transportation by improving, modifying or adding infrastructure and equipment for the safety, continuity and promotion of active transportation through various possible recommendations: adding signage, modifying vehicular and shared infrastructure, introducing measures to reduce speeding and by-law non-compliance, etc.

The campaign encourages active travel (walking, biking, scootering, etc.) for elementary school students commuting to and from school through education, awareness and promotional activities.

1. Support the deployment a campaign with proven benefits for active transportation safety and healthy lifestyles for elementary school students
2. Demonstrate a commitment to the community, especially to the younger generation, and promote the values of sustainable development, safety and healthy lifestyles

Development of a school transportation plan and methodology for a secondary school in the City of Gatineau

The proposed project will lead to the preparation of two documents: a methodology for developing school transportation plans (STPs) for secondary schools, and an STP for a specific secondary school in Gatineau. The methodology can then be used to develop a new STP for any high school. An STP is a public document that provides recommendations to the City and schools for corrective action to improve the safety and convenience of active transportation to and from school and to promote active transportation. This planning project will involve many stakeholders (school principals, school service centres, municipal departments, parent committees, elected officials) in creating or promoting dialogue on active transportation issues.
