In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Town of Pictou wishes to create a safe walking route between a residential area and a popular community general store. There is currently no sidewalk access from the residential areas to a popular convenience/grocery store located directly across from the intersection; crosswalks are inconveniently and unsafely positioned.
The project includes:
• a traffic study of the area
• creation of engineering plans for the construction
• realignment of the union street intersection
• creation of sidewalks
• a new crosswalk with RRFB lighting
• creation of a green space with seating
• Anticipated length of new asphalt would be 25 m (175 square metres)
• Anticipated length of new sidewalk would be 22 m (33.5 square metres)
• 520 square metres of new green space would be created

Description:

This project comprises five separate projects that are an outcome of the Cycling Network Plan (CNP) update, which identified short-term (within next 5 years) priorities to help build a core protected cycling network within or connecting to Richmond’s City Centre. The combined projects will provide a total of 4.0 km of new protected facilities to enhance cycling access in the City Centre.
• Sexsmith Road-Brown Road Protected Bike Route: New protected bike lanes on Sexsmith Road and Brown Road to fill in gaps in existing cycling facilities plus upgrade of special crosswalk on Cambie Road at Brown Road to a pedestrian signal in order to establish a continuous north-south route that links Bridgeport and Aberdeen Canada Line Stations, and connects to existing and planned east-west routes. Total length of 1.5 km.
• Browngate Road Cycle Tracks: Two-way on-street cycle track protected by a raised median on the south side of Browngate Road between No. 3 Road and Hazelbridge Way. Total length of 0.20 km.
• Gilbert Road Protected Bike Route: Southern extension of protected on- and off-street bike paths to connect to Granville Ave protected bike lanes, which is a major east-west corridor through the City Centre. Total length of 1.1 km.
• Lansdowne Road MUP: Multi-use pathway (MUP) on the north side of Lansdowne Road between Gilbert Road and Pearson Way that will complete an existing gap in cycling facilities along the corridor. Total length of 0.13 km.
• River Road MUP: Multi-use pathway including lighting for pedestrians and cyclists on the south side of River Road between McCallan Road (northern terminus of Railway Greenway) and No. 2 Road (western terminus of Middle Arm Greenway) that will fill in a gap and connect the two major greenways. Total length of 0.85 km.
