In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Oceans Ltd is currently developing an Iceberg profiling system to collect data using a submersible remote sonar unit connected to a topside or “deck” control unit using a power/communications cable. Both the remote and topside units are controlled by small, ”Raspberry Pi” Single Board Computers. The collected data is later processed on a Windows based PC using the Iceberg Profiling Software, to produce 3D models of the profiled icebergs.

In this project, the objective is to port the system software of the Topside or “Deck” unit to an updated hardware platform consisting of a ruggedized Windows PC. This will improve the performance of the system and allow further enhancements to the data collection system.

Etee has developed novel IP in the form of a backyard compostable refill pod to hold super concentrated (up to 90% concentration of the leading brands) household cleaners and personal care products.

The pod is composed of biodegradable hemp dust (Manitoba), algae (Ontario), natural waxes (US), oils and tree resins (Indonesia).

Etee has sold over 400,000 pods to date, and see an opportunity to double the output, including licensing opportunities with partner organizations. The biggest obstacle to achieving this goal is the leak and break rate during shipment and smell transfer from the pod to Etee's personal care products. The purpose of this project is to reduce leaks, breaks and smell transfer through a new & novel formulation.
