About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The 2X Ignite Africa Warehousing Facility aims to strengthen economic stability and resilience across African markets by expanding women’s access to capital and strengthening women’s leadership in investment. The project supports women-led investment funds to finance small and medium-sized enterprises (SMEs), helping unlock growth, create jobs, and build more inclusive local economies. By backing female fund managers and improving the quality of investment decision-making, the project contributes to women’s economic empowerment and more resilient African markets.
Key project activities include:
• Deploying concessional loans to female fund managers to increase the availability of capital for women-led and women-benefiting businesses.
• Warehousing SME deals to help build investment pipelines and prepare high-potential SMEs for future financing.
• Providing coaching and hands-on support to investment funds on impact measurement and management (IMM), including good practices related to gender equality and climate considerations, delivered by the investment team.
Through these activities, the project helps crowd in private investment, strengthen fund management capacity, and expand sustainable financing for SMEs across Africa.

The ultimate goal of Lighthouse is that HRDs, civil society groups, and movements most at risk worldwide are safer, more resilient, and better able to continue their human rights work through strengthened, coordinated, and needs-driven global protection efforts.
Project activities include: (1) Processing grant applications, including verification of identity and human rights work; (2) Accompanying the recipient to ensure that measures are effective and that risks and threats are handled adequately; (3) collecting accurate and useful data across programs on threats faced by HRDs; (4) disseminating the report with key stakeholders within the protection ecosystem, such as the United Nations, European Union, and national governments.
