In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 22-month project, the Conseil québécois LGBT plans to support organizations working to protect the population's rights by improving their practices in terms of LGBTQ+ inclusion. In particular, the LGBT Quebec Council intends to document the systemic barriers faced by LGBTQ2+ people, particularly those who find themselves at the crossroads of oppression, when they interact with these organizations and establish a diagnostic of their current practices (including services provided, external and internal communications, and human resources) to recommend the right approaches for the implementation of more inclusive practices. In addition, the Conseil québécois LGBT intends to disseminate these best practices and tools developed during the project to members of its network throughout the province.
By the end of the project, the organization will have contributed to the elimination of systemic barriers by adopting more inclusive policies and practices within the project's partner organizations.

Project activities are aimed at those whose access to education has been severely limited by a crisis, particularly children and adolescents who have been displaced and repatriated, and those who have become refugees.
Project activities include the following:
1) train 101 education and child protection workers on gender equality, on the rights of girls and on the rights of children living with a disability; 2) train education stakeholders on how to integrate out-of-school children into education systems, particularly girls and children living with a disability; 3) develop and implement gender- and inclusion-sensitive school improvement plans, including the construction of latrines adapted to the specific needs of adolescent girls and children with a physical disability; and 4) train 1,344 teachers on themes related to education in emergencies, gender-based violence in schools, special education and gender-sensitive teaching practices.
