In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Data for Change: Addressing Barriers to Girls’ Education

Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls’ and adolescent girls’ education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls’ and adolescent girls’ education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d’Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence.

Activities include: (1) monitoring the situation of children affected by armed conflict and reporting to the General Assembly, the Security Council, the Human Rights Council and other destinations for action; (2) engaging in high-level advocacy to promote awareness of, and support for global initiatives to end grave violations against children affected by armed conflict; (3) working in consultation and partnership with key stakeholders, including member states, regional and sub-regional organizations, UN system partners, civil society and NGOs to mainstream the issue into policy and strategic planning, and to strengthen engagement with regional, political & military organizations; (4) making children and armed conflict concerns an integral part of peacemaking, peacekeeping and peacebuilding; (5) creating awareness about other protection issues related to children and armed conflict, including post-conflict situations and the specific needs of internally displaced and refugee children, and the girl child, and the deliberate targeting of children by extremists groups; and (6) mobilizing support for immediate and sustained monitoring to action plans signed with parties to conflict and the United Nations with a view to the timely delisting of parties that have fully complied with action plans from the Secretary-General's annual report to the Security Council on Children and Armed Conflict.

Response to Conflict-Related Sexual Violence in Tigray, Afar, Amhara, and Benishangul Gumuz

Conflict-related Sexual and Gender Based Violence (GBV) linked to the conflict in Tigray has increased needs for support to survivors across Tigray, as well as the adjacent regions of Amhara and Afar. Gaps in services include women and girl’s safe spaces (WGSS) for increasing numbers of Internally Displaced Persons (IDPs) in Shire and Mekelle, and mobile medical teams offering reproductive health care, community outreach, and initial clinical response and referral for survivors of GBV.
This UNFPA project proposes to addresses gaps in response, assist in rebuilding government and local capacity for survivors of sexual violence, and increase GBV awareness and risk mitigation through protection measures. Essential Sexual Health and Reproductive services would reduce maternal morbidity and mortality, and serve as an entry point for GBV education and services.
The project would target locations in Tigray including Mekelle, Agidrat, Adwa, Axum, Shire, Maychew, Humera, Alemata, and areas in Afar and Amhara hosting IDPs as a result of the Tigray conflict.
