In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to reinforce Haiti’s ability to prevent, detect, investigate, prosecute, and adjudicate corruption, economic crimes and money laundering cases, while also supporting the operationalization of the two specialized judicial poles that were created in April 2025 in Haiti with the mandates to strengthen the investigation and prosecution of corruption and complex financial crimes, and to address grave human rights violations and cases involving organized criminal networks.
The project will work with local civil society organisations in their efforts to advocate for government accountability and exert pressure for greater transparency and judicial efficiency and integrity. As part of the project, UNODC will also provide resources and engage the media, investigative journalists, and the private sector through targeted training and capacities-building initiatives to strengthen evidence-based reporting, safe denunciation mechanisms and more effective collaboration with oversight and judicial authorities in the fight against corruption.
The UNODC will work with the OAS (Organisation of American States) and the OHCHR (Office of the United Nations High Commissioner for Human Rights) in the implementation of this project.
Project activities include: (1) providing resources, secure digital infrastructure, and training for magistrates of the specialized judicial units to ensure better coordination on justice processes ; (2) providing support, equipment and training to the Joint Task Force on Anti-Corruption to increase their capacities to effectively detect, investigate and prosecute corruption cases, including in collaboration with international partners ; (3) developing national anti-corruption and anti-money laundering strategies and support the development of legislative and institutional frameworks for combatting financial crimes ; (4) providing support to the media and the private sector to denounce and report corruption, and organizing anti-awareness campaigns and supporting the civil society in their advocacy for anti-corruption reforms and effective prosecution.
