In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

SAHARA GBV Girls Counselling Program

Description:

Through this 30-month project, Punjabi Community Health Services Calgary Society will scale a promising practice of Gender-Based Violence counseling program to spread awareness and strengthen the GBV sector. The organization will scale the program to South-Asian girls aged between 12 and 18. It will address intersectional factors such as religion, gender, racism, culture, and oppression that affects South-Asian youth experiencing GBV at home and/or in their communities. To do so, the project will develop a curriculum for individual and group GBV counseling programs on how to build resiliency, seek support systems, form boundaries, and cope with trauma while learning about empathy. The organization will reach out to South-Asian participants from various settings such as schools, cultural and religious centers. Punjabi Community Health Services Calgary Society will create a written final report and information presentation to share their findings on the promising practice with schools, religious temples, and youth-focused cultural centers so that they may replicate it or expand upon it.

Strengthening systemic change in the gender-based violence (GBV) sector through feminist strategic litigation

Through this 42-month project, Women’s Legal Education and Action Fund (LEAF) will develop and put in place a promising practice of building sector capacity to prevent and respond to GBV through feminist strategic litigation, which will strengthen the GBV sector overall by moving towards broader changes to legislation, policies, and practices. It will utilize the expertise and address the needs of women, trans, and non-binary people who are experiencing GBV, particularly those who are Black, Indigenous, racialized, low income, disabled, and/or newcomers, as well as the people serving and advocating for them at national, provincial/territorial, and local levels across Canada, with representation of official language minority communities. To do so, the project will include an environmental scan of GBV sector organizations’ experiences within the legal system and legal cases and gather baseline data from participating organizations regarding their level of experience with and exposure to the legal system and feminist strategic litigation through survey and consultations. The data gathered will inform the nature and scope of workshops, programming materials, and resources LEAF will develop and deliver related to feminist strategic litigation, with a focus on national, provincial/territorial, and local level interventions. LEAF will also identify potential legal cases for partnership with one or more participating organizations at federal, provincial, and/or territorial levels, in order to increase their exposure to feminist strategic litigation. An external evaluator will measure and assess the impact of the promising practice as relates to participating organizations’ experience with and exposure to the legal system and feminist strategic litigation as well as capacity to become involved in litigation in future. Women’s Legal Education and Action Fund (LEAF), will assess and build out a final project logic model and theory of change for feminist strategic litigation, create an online repository of project findings, resources, and tools, and facilitate the building of a network of GBV organizations interested in feminist strategic litigation through shared participation in workshops, the development of a listserv/email for ongoing communications, and the facilitation of connections with other key stakeholders, in order to share information on the promising practice with others so that they may replicate it or expand upon it.

With the Supplemental funds and extension provided in early 2026, LEAF will create an FSL communications toolkit and two in-depth case study resources to support GBV organizations in implementing the promising practice, create new trainings for lawyers interested in partnering on FSL work to support GBV organizations in implementing the promising practice, and further test the promising practice by providing new FSL involvement opportunities in cases to GBV organizations. Through this they will further advance Gender Equality.

Through this 30-month project, ARC Foundation will build stronger capacity to be prepared for the scaling effects of national growth – including internal systems, strategic plans and focus, people strategy, planning and tools, and expanding collaboration with education and 2SLGBTQI+ community organizations and network - to help advance 2SLGBTQI+ equality. It will address key challenges and needs that the growth in demand and geographic reach engender, such as considering and responding to the impact on our team, our stakeholders and our systems, processes, and tools, so we can continue successfully collaborating with the education community. The project will include four key activities: complete three-five year strategic planning for national growth; identify, review and develop workforce and HR planning strategies; evaluate and optimize IT technology and tools for growth; and address and plan for risk mitigation for national scaling.

With the supplemental funds and extension provided in early 2026, ARC Foundation will develop a Government Relations Plan, a Reconciliation Plan, and build fundraising capacity by developing sustainable fundraising practices. Through this they will further advance Gender Equality and equality for 2SLGBTQI+ people.

Countering Interpersonal Violence in Youth Sport: Bilingual Bystander Interventions

Through this 30-month project, Black Buildup will develop and put in place the Coaching Boys Into Men (CBIM) bystander intervention promising practice to strengthen the GBV sector. It will address the behaviours and attitudes that lead to GBV among young men and women, with a focus on Francophile Black men and boys. To do so, the project will include delivering workshops and interventions to youth in sport, and engaging the community through parents, coaches, sport administrators, and spectators to be active partners. An external evaluator will measure and assess the impact of the promising practice. Black Buildup will collect baseline data, develop a toolkit, and mobilize knowledge to share information on the promising practice with others so that they may replicate it or expand upon it.

Supplemental funding will allow Black Buildup to expand the CBIM to reach more sports clubs, and engage CBIM youth through alumni engagement, community engagement forums, as well as through a CBIM Tournament. Supplemental funds will also be used to enhance the project’s knowledge mobilization, including two national webinars, as well as enhance the longitudinal evaluation to better quantify impact on youth. Additionally, supplemental funds will be used to conduct an intensive 3-day Train-the-Trainer certification program.

Safety Assessment Risk Management (SARM): Sharing Promising Practices

Through this 30-month project, The Redwood will scale their Safety Assessment and Risk Management (SARM) framework Ontario-wide to strengthen the GBV sector. It will address the need for the Violence Against Women sector to uphold a higher standard of GBV screening and safety planning and address the fallout from the widening service gap by offering a tool that develops strategies to reduce violence and mitigate risks from a survivor-centred approach.

To do so, the project will (1) identify service gaps and map coordination channels throughout Ontario; (2) conduct focus groups with survivors, service providers and subject-matter experts; (3) use gathered knowledge to develop a revised, more inclusive version of the SARM practice model in both official languages; (4) develop a comprehensive training curriculum and deliver SARM training to all project partners; and (5) conduct process and outcome evaluations.

On top of delivering SARM training to partners, The Redwood will present the model at educational conferences and incorporate it into the organization’s online portal to share information on the promising practice with others so that they may replicate it or expand upon it.

Growing 2SLGBTQI+ Impact on Canadian History

Through this 42-month project, The ArQuives will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will build the capacity of the organization’s decision-making process, financial, human resources and change management, strategic planning, learning and collaboration approaches. The project will achieve these goals by developing long term vision and strategies, prioritizing organizational development, consulting the community on priorities, and conducting a fundraising feasibility study. This will enable the ArQuives to grow its collection and services and increase their impact throughout Canada.

With the supplemental funds and extension provided in early 2026, The ArQuives will implement three interconnected activities: A) an Asset-Based Community Development (ACBD) process, B) governance and leadership strengthening, and C) strategic and resilience planning. This extended project will translate the findings of the prior consultation into concrete organizational systems, policies, and long-term sustainability frameworks. Rather than duplicating the earlier consultation phase, these activities will focus on implementation by developing tools and plans such as a community asset inventory, Community Outreach and Partnership Plan, accessibility policy, governance and decision-making protocols, leadership transition measures, and updated strategic and sustainability plans. Together, these activities will advance gender equity in Canada by strengthening the long-term capacity of The ArQuives to preserve and activate 2SLGBTQIA+ heritage through collections stewardship, public programming, exhibitions, and education. By embedding equity and accessibility into organizational systems, governance, and sustainability planning, and by strengthening community accountability and regional partnership frameworks, The ArQuives will help ensure that diverse sexualities and gender identities are documented, represented, valued, and celebrated within Canada’s historical record. Through these activities, the organization will further advance gender equality.

Good Night Out Nightlife and Hospitality Safety Outreach Project

Through this 30-month project Good Night Out Vancouver Association (GNO) will scale a Nightlife and Hospitality Safety Outreach project to strengthen the GBV sector. It will scale to communities on Vancouver Island and within the Okanagan region. It will address gaps in the prevention of non-consensual sexual and gender-based violence in public spaces, supporting worker and community safety and wellbeing, and building capacity to prevent and interrupt gender-based violence. To do so, the project will include an environmental scan of organizations involved in public safety and/or gender-based violence prevention work, community surveys around perceptions and experiences of safety, training and deploying a community-based outreach team, and sharing the learnings in a toolkit series to help other communities build layers of protection from sexualized violence in public spaces. GNO will share information on the promising practice with Women and Gender Equality Canada Gender-based Violence Knowledge Centre so that others may replicate it or expand upon it.

Men Like Me: Refugee/Newcomer men facilitate awareness, understanding and concrete action to prevent GBV

Through this 30-month project, the Mothers Matter Canada will scale their Men Like Me violence campaign with the help of White Ribbon to prevent GBV and strengthen the GBV sector. It will scale this initiative to immigrant and refugee men and boys to address isolation, foster positive family relationships and masculinities, and also destigmatize access to available support services.

To do so, the project will: capture the perspectives of refugee and newcomer men and boys; and design, develop and deliver the Men Like Me program, its training sessions, resource guides and other materials for the participants to use. An external evaluator will measure and assess the project and its outcomes. The approach and takeaways will then be shared through national webinars so that the promising practice may replicated or expanded upon.

Amendment No. 1 – 2025-2026 The supplementary funding will support Mothers Matter Canada in continuing to scale the project Men Like Me campaign by: simplifying the male allyship guide to create "Allies everyday card". Materials will also be developed and shared to invite refugee and immigrant boys to join Next Gen Men's established Discord community of 170+ diverse boys to promote positive masculinity online and prevent gender-based violence across generations. Next Gen Men will also co-publish the March 2026 edition of Voice Male centered around the subject of Fatherhood, Care Work and Masculinity and create a testimonial video featuring fathers who have been through the Men Like Me program and experts on why working with men and boys is critical to preventing GBV.

Through this 42-month project, Community-Based Research Centre Society will build its capacity to serve 2SLGBTQIA+ communities, organizations, and networks in our collective efforts to advance 2SLGBTQIA+ health and equality. Working alongside 2SLGBTQIA+ communities and partners, CBRC will undertake a comprehensive and collaborative strategic planning process to identify its strategic focus and priorities through 2027. It will develop a recruitment, compensation, and performance management strategy centered on justice, equity, diversity, and inclusion principles to attract and retain diverse, talented, and passionate 2SLGBTQIA+ staff members. Rooted in anti-racist principles, CBRC will work with partners to develop and implement a capacity-building learning module to help organizations work more collaboratively and effectively, maximizing impact.

With the Supplemental funds and extension provided in early 2026, the Community-Based Research Centre Society (CBRC) will establish the implementation framework of their 5-year strategic plan. In addition, they will build organizational capacity of three key foundational components: Board development, fund diversification, and brand visibility and recognition. Through this, they will further advance Gender Equality.
