In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening national police capacity in Moldova

Through this project, the International Organization for Migration (IOM) in the Republic of Moldova aims to strengthen trust between law enforcement officials and communities. The project also seeks to enhance security and stability by improving refugee, migrant and host community safety. Project activities include: (1) delivering training for the Moldovan National Police (MNP) on community engagement; (2) providing technical assistance to the MNP, helping to maintain public order and respond to emergencies; (3) organizing MNP-community information exchange forums; (4) providing equipment to help the MNP in preventing and combatting cross-border crime; and (5) evaluating MNP capacity to perform risk analysis and intelligence-led policing.

Women with family care responsibilities in United Nations peace operations

This project examines the exclusion of women with family care responsibilities from meaningful opportunities in military and police organizations such as the United Nations peace operations. The results of this research project aim to produce practical guidance, including recommendations for policy change, on how to improve peacekeeping opportunities for women with care responsibilities. Project activities include: (1) conducting research with the UN and troop and police contributing countries to UN peace operations on the barriers that limit peacekeeping opportunities for women with care responsibilities; (2) facilitating awareness-raising workshops to better understand key issues related to women peacekeepers with family care responsibilities; and (3) publishing a report on best practices that will be shared across the UN and countries that contribute peacekeeping troops to better support women with caring responsibilities.

The candidate will be involved in production roasting, will carry out QA/QC as they refine the firm's roasting innovations, and will be a part of the firm's continuous improvement efforts.
