In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Blue Route Hub 2022 - 2024: Planning core AT networks in communities across Nova Scotia

The Blue Route Hubs project is a partnership between Bicycle Nova Scotia and municipalities in Nova Scotia to develop plans for core active transportation networks that allow locals and visitors to get around by bike. Since 2018, Bicycle Nova Scotia has worked with 9 communities, developing AT network plans and concept designs for priority routes. These plans are necessary, particularly for smaller municipalities, to budget for AT infrastructure and apply for funding for capital projects. With funding from INFC, Bicycle Nova Scotia would be able to complete planning projects in 2 additional communities that will prepare them for future capital projects. consultants to support Phase 2, delivering a cost effective, high-quality AT plan to rural Nova Scotian communities.

Salish Sea Trail Loop: Salt Spring Segment, Southern Gulf Islands, BC

Island Pathways, with partners, requests Active Travel Funding to advance over 30 years of efforts to establish a cycling route from Fulford to Vesuvius on Salt Spring Island, as part of a larger regional trail loop (please see attached booklet for history). Importantly, this planning grant would accelerate recent momentum generated by the convening of the Salish Sea Trail Working Group in Fall 2020, which includes local, regional, provincial and federal representatives, including Elizabeth May (MP), Adam Olsen (MLA, Chair), Gary Holman (CRD Director), plus representatives from the Islands Trust, CRD Regional Parks, the SSI Transportation Commission, and Island Pathways.
