In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Engaging Youth, Women and Community Leaders for Durable Peace in Mali

This project aims at fostering bottom-up engagement for peace and social cohesion in Northern and Central Mali in the framework of the Algiers Peace Agreement. The project is designed to: (1) strengthen youth, women and community leaders’ capacities to constructively engage for peace and social cohesion; (2) build bridges between key community stakeholders, local authorities, defence and security forces and other institutions; and (3) increase communities’ access to credible and conflict-sensitive information on the peace and security situation in Northern and Central Mali. The project is implemented in collaboration with existing locally-led networks and initiatives to empower young men and women and other key community stakeholders to become active Peace Ambassadors, and to build avenues for constructive engagement between authorities, institutions and citizens for durable peace in the country.

Reconciliation and Conflict Prevention in Ninewah

The project aims to reduce and prevent violent conflict in Ninewah by promoting reconciliation. Ninewah is among eastern Mosul cities that were recently liberated from Daesh and are in need of assistance rebuild their communities and stabilize tensions. The project seeks to strengthen the role of leaders and their communities in local conflict management efforts. Activities focus on: (1) enhancing the skills of government, religious, tribal and community leaders, as well as women and youth, to de-escalate and resolve violent disputes, and peacefully manage conflicts affecting their communities; and (2) increasing mutual trust between displaced people and host communities.
