In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Pedal Poll/Sondo Vélo: Canada's National Bike Count Data Analysis and Results
Pedal Poll/Sondo Vélo is a national cyclist count organized by Vélo Canada Bikes (VCB). The Pedal Poll/Sondo Vélo Analysis project will analyze the data collected by the thousands of volunteers and develop it into a shareable format for dozens of communities across Canada to use to help inform their decision making for cycling and active transportation projects. It is anticipated that Pedal Poll/Sondo Vélo 2022 will collect well over 100,000 entries. Work needs to be undertaken to take these raw data and distill it into an informative format.

Delhi Park Community Connections in Picton, Ontario
The Delhi Park Community Connections planning/design project is a unique opportunity to create key active transportation links between neighbourhoods, natural and historical assets, existing paths and trails, as well as businesses and services within the town of Picton. The County would seek qualified services and stakeholder feedback to support the planning/design project necessary to formalize a series of unofficial, unmaintained, unsafe paths and trails currently used by residents and visitors to Picton. Creating community-informed plans for the development of safe, accessible, marked, lit paths that allow people to walk or cycle to access points of key amenities in Picton would tie together a series of siloed projects, and allow for cohesive pedestrian flow. This planning/design project would set the stage for a capital project application and to educate/promote existing active transportation initiatives within the community.
