About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ce projet vise à réduire la menace posée par la prolifération et l’utilisation illicite des armes conventionnelles dans la région Indo-Pacifique en soutenant les États dans la levée des obstacles à la universalisation et à la mise en œuvre efficace du Traité sur le commerce des armes (TCA). Ce faisant, le projet contribue à une plus grande stabilité régionale et à un renforcement de la sécurité mondiale. Les activités du projet comprennent : (1) faciliter un dialogue structuré et le réseautage régional en organisant des événements interactifs qui renforcent la confiance, favorisent l’échange d’expériences nationales et encouragent des discussions éclairées interrégionales et interinstitutionnelles sur les questions liées au TCA ; (2) élaborer et partager des produits d’information simples et fondés sur des données probantes qui répondent aux préoccupations des États n’ayant pas encore adhéré au Traité et encouragent leur engagement dans les discussions politiques connexes ; (3) fournir une assistance technique ciblée et un soutien au renforcement des capacités aux autorités nationales, aux organisations régionales et aux institutions liées au TCA afin de renforcer leur capacité à promouvoir l’universalisation et le respect du Traité. Le projet bénéficie directement aux gouvernements et aux autorités nationales de la région Indo-Pacifique responsables du contrôle des transferts d’armes, ainsi qu’aux institutions du TCA, aux organisations régionales et aux organisations de la société civile et experts travaillant sur les questions de contrôle des armes et de sécurité. Le projet profitera aux populations de la région Indo-Pacifique en contribuant à réduire les flux illicites d’armes et la violence armée, et il bénéficie également au Canada, aux Alliés de l’OTAN et aux Canadiens à l’étranger grâce à une meilleure stabilité régionale et à une réduction des risques de prolifération mondiale.
