About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Security Sector Capacity Building in the West Bank

This project aims to strengthen the organizational capacity of the Palestinian Authority Security Forces (PASF) in the West Bank. The goal is to increase the PASF’s efficiency in providing security services to Palestinians. Project activities include: (1) enabling centralized vehicle maintenance; (2) providing material to bring emergency response training to an international standard; and (3) making safety upgrades at the small arms safety training facility, including the installation of washrooms reserved for female officers.
These activities complement the ongoing institutional capacity-building efforts by Operation PROTEUS, Canada’s contribution to the United States Security Coordinator.

Supporting Community Resilience in Syria

This project aims to support the return of people in Southern Syria who fled their homes to escape the war. It is designed to remove dangerous explosives left over from the conflict, and educate Syrians on the risks associated with explosive remnants. Project activities include: (1) deploying expert teams to clear explosives; (2) training and deploying new clearance teams; (3) conducting explosive risk education sessions in communities; and (4) improving the management and coordination of clearance efforts by providing training, technical support and tools, such as digital maps showing hazards and cleared areas.

P005294001: The purpose of this project is to enhance human rights defenders, civil society organizations and other activists’ abilities to network online by assisting them to secure their digital space and address cyber-attacks aimed at them. This is achieved through training and capacity building to individuals and organizations from these groups around the world. In addition, the project provides support to a Digital Security Helpline that services the above-mentioned populations to address their digital security risks.
This initiative supports open and inclusive environments where individuals or interest groups can advocate for their interests without fear of retribution which can lead to more stable societies. This includes advocacy that is undertaken online where the internet and cyberspace have become important platforms for free expression. Civil institutions’ media and human rights organizations’ websites and online communication platforms are frequently targeted and compromised by cyber-attack. This can happen often in fragile and conflict-affected states where civil society organizations and human right defenders are easily targeted through digital threats, mass surveillance and online censorship of opposition voices and online harassment.
