About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Community Policing in Liberated Areas of Iraq

This project aims to increase the capacity of local police and civil society to work together to address security issues in Ninewah and Anbar, Iraq through the use of community policing practices. Police forces are currently supporting other Iraqi Security Forces in their fight against Daesh; however as the latter loses ground there is a need for local police forces to provide security as a service to the populace in areas liberated from Daesh. Project activities include: (1) training local police and civil society on community policing; (2) establishing community police forums; (3) rehabilitating police stations; and (4) assessing the security needs of local women and youth in targeted areas.

Support for the Funding Facility for Stabilization in Iraq

The Funding Facility for Stabilization provides the Government of Iraq with a mechanism to address the local population’s immediate needs in newly liberated areas from Daesh. The project is designed to address three windows of engagement: (1) light infrastructure rehabilitation; (2) livelihoods support; and (3) capacity support for local governments. Its geographic focus is on cities that have been liberated from Daesh, in particular in the governorates of Ninewah and Anbar.

Empowering the Palestinian Security Sector

P005189001 & P005189002: This project aims to improve the operation of the Palestinian security sector, through support to the Office of the Quartet (OQ), in a manner that improves the lives of Palestinians and helps ensure stability in the West Bank and Gaza. Project activities include: (1) helping the Palestinian Authority increase safety and security in Palestinian communities where security services have not previously been available; (2) strengthening the functioning of the Customs Police; and (3) monitoring and assessing relevant policies, actions or activities that relate to the security and justice sectors. The project is also assessing the ability of the Palestinian judicial police to serve warrants and execute judgments of the family courts, which impact women and children in particular.

P002865001 & P002865002: This grant represents Canada’s long-term institutional support to the Organisation for Economic Co-operation and Development’s Program of Work and Budget (OECD-PWB). The OECD uses this fund, along with other donors funding, to achieve the operational and strategic activities of the Development Assistance Committee (OECD-DAC), a leading international forum of major funders of development cooperation.
The OECD-DAC’s activities include: (1) reporting an analysis of financing for development; (2) conducting peer reviews of development cooperation programs; (3) developing guidelines, standards, and policies on good development practices, including gender equality, to enhance the quality and effectiveness of development cooperation; and (4) strengthening partnerships with key donors to prioritize and address key international development issues.
Canada’s support to OECD-DAC contributes to promoting coordinated, innovative international action to accelerate progress towards the Sustainable Development Goals (SDGs) in developing countries and improve their financing.
