In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

River and Stradbrook Avenues Protected Bike Lanes for Winnipeg, Manitoba
This funding application is intended to address a planned but unfunded segment of protected bike lane that will extend a fully funded segment of protected bike lane to be constructed as part of an upcoming road renewal project. River and Stradbrook Avenues are an east/west one-way couplet in the Osborne Village neighbourhood of Winnipeg, Manitoba. The design of the bike lanes involves the reallocation of road space from motor vehicles to bikes and people through the construction of new separated, protected bike lanes. The protected bike lanes will be uni-directional, following the flow of traffic and functioning together as a couplet.
The protected bike lanes are approximately 2.5 kilometers in their entirety. Approximately one kilometer of this length will be funded and included in an existing road renewal project and the remaining section would be funded through this application and already secured match funding.

The objective is to examine the influence of genetic lineages, as well as environmental and edaphic factors, on the composition and structure of the soil microbiome. In a second step, we wish to analyse black spruce genomic data to explore the concept of temporal conditional neutrality in order to better understand the interactions between population dynamics and adaptive evolutionary responses to Quaternary climate change.
