In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving Community Connections: Town of Drayton Valley Active Transportation Enhancement Project

The project will rehabilitate approximately 3,600 m² of multi-use pathways and the installation of four sets of solar-powered LED crosswalk signs on major town roads to provide safe connections between our existing active transportation routes. Our project will encourage increased use and enjoyment of the Town’s existing pathway system by improving the accessibility and safety features of this infrastructure.

Rotary Greenway Trail Link Lightning and Safety Project

The project aims to create a new walking trail to accommodate residents and provide accessibility to schools, services, employment, downtown businesses and established commuter routes. The project will upgrade a 6.5km long trail to make it a higher functioning active transportation route. The improvements along the trail will ensure the safety and provide better access to residents to connect to downtown businesses, schools, university etc.

Lawrence Heights Neighbourhood Mobility Plan

The Lawrence Heights Neighbourhood Mobility Plan will focus on the movement of people/goods in a safe and efficient manner, while promoting active transportation measures. In recent years, residents of Lawrence Heights have raised concerns about excessive speeding and road safety for vulnerable road users. The project will aim to address these concerns via traffic calming tools/interventions, in addition to pedestrian and cyclist safety measures. It will proactively seek to increase accessibility to active transportation by expanding the network and/or increasing connections between destinations.

Mount Dennis Neighbourhood Mobility Plan

The project will undertake traffic studies, technical analysis, feasibility assessment, and community and stakeholder engagement to develop preferred right-of-way allocations for a priority complete street network (Weston Road, Black Creek Drive and Ray Avenue) as identified in the Mount Dennis Planning Framework. The project will be guided by the goals and vision of the City of Toronto Official Plan, Toronto Complete Streets Guidelines, Cycling Network Plan, among other City guidelines and standards. The participation of local residents and stakeholders will be essential to identifying appropriate and effective improvements in the neighbourhood.
