In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project will contribute to the establishment of a Terrorist Financing (TF) Section within Kenya’s Anti-Terror Police Unit (ATPU) and to enhance the capacity of Kenya’s ATPU, Office of the Director of Public Prosecutions (ODPP), the Financial Reporting Centre (FRC) and other relevant institutions to effectively identify, investigate and prosecute TF offences, with the ultimate goal of disrupting, countering, and preventing terrorist financing in Kenya and the East Africa region. The RCMP, in collaboration with the United Nations Office on Drugs and Crime (UNODC), will work cooperatively to provide Kenya targeted capacity building and technical assistance training and mentorship, reinforcing an intelligence-led approach and robust investigative program for Kenyan law enforcement agencies. The project will also include the provision of computers and software that will assist officers in carrying out investigations on illicit financial flows and TF. The project is intended to enable Kenya to counter growing terrorist threats within the country and region while also creating standardized responses to advance regional cooperation and cross-border investigations.
Project activities include: 1) a baseline assessment of the ATPU's capacity and a national terrorist financing risk assessment; 2) on-site training, including long-term mentorship to law enforcement officers on terrorist financing, cryptocurrency, strategic analysis, and major case management, to assist in conducting investigations pertaining to terrorist financing offences and strategic decision making to combat illicit financial flows and 3) the provision of equipment, including laptops/computers and software to carry out effective financial investigations.
