In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Feasibility Study for new Off-road Active Trail from Kemptville to Ottawa

Description:

This study provides a technical assessment for a proposed new off-road active trail extending the existing “Rail Trail” from the Town of Kemptville to the northern municipal boundary. The proposed trail extension follows a former rail corridor owned in part by the Municipality of North Grenville and the City of Ottawa. The Municipality of North Grenville will collaborate with the City of Ottawa (who will submit a complementary ATF technical assessment study) to plan a seamless off-road AT link between Ottawa and Kemptville. The studies will together identify the requirements and costs to implement the first comfortable cycling linkage (12km in length) between these two adjacent rural population centers of 4,000 and 2,700 residents. This planned off-road cycling link would bypass 15 km on-road shared-lane conditions mixing cyclists with heavy high-speed traffic.

Description:

Mackenzie is excited about reducing their Recreation Centre's energy consumption and GHG emissions. The remote community (Beaver, Dënéndeh, Takla, Kelly Lake and Tse'khene territories) is surrounded by stunning forests, lakes, and mountains. Residents would like to ensure that the enveloping nature is kept as pristine as possible. This will be done using a heat pump to offset the natural gas used to power the amenities that support the diverse population of the town, neighbouring regions and first nation territories. To counteract the energy used by the heat pump, a solar panel array will be installed on the roof of the facility to generate electricity. The facility needs to replace their damaged arena slab and dasher boards.
