In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Digitizing and Preserving Historic Images of Canada: CHPF's 20th Anniversary Photographic Retrospective of Founding Members

CHPF houses an extensive archive of over 100,000 photographic images by Canadian photographers. It is the aim of the Foundation to digitize and preserve the negatives, slides and prints in the archive and freely disseminate these images to the public.
In 2001, George Hunter and his colleagues formed the CHPF with the intent to promote and preserve Canadian photography. In celebration of this twenty-year anniversary, some of the CHPF founding members have donated photographic negatives, prints or slides to the archive. As such, CHPF is proposing to digitize 4000 of these images to preserve them for future generations.

Preserving and Sharing Avon River Area's Documentary History

This project will preserve the significant documentary heritage of the Nova Scotia Avon River area. It will ensure that local memory is documented and accessible to current and future generations. The project will collect oral histories and convert and digitize archival records including oral histories, photographs, paintings and documents for increased and safe public access to the collection. It will migrate an archival collection to an online database to improve catalogue- and access-based management. The project will also conserve and preserve valuable and fragile documents to an archival standard.
