In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Precision radio cosmology from the Canadian high Arctic with MIST and ALBATROS

This project aims to elucidate cosmic dawn and the dark ages through observations of the radio sky with two custom-built telescopes in the Canadian high Arctic: the Mapper of the Intergalactic medium Spin Temperature (MIST) and the Array of Long Baseline Antennas for Taking Radio Observations from the Seventy-ninth parallel (ALBATROS). These telescopes will advance scientific knowledge while simultaneously serving as platforms for prototyping instrumentation and measurement techniques for future space missions. The project objectives focus on in-depth calibration tests using MIST and ALBATROS. The resulting deliverables include improved constraints on cosmic dawn and the dark ages, and new techniques for characterizing instrumental effects that arise from environmental interactions.

These images will be further used to determine the planet’s mass and orbit using a newly developed radial velocity and astrometric orbit modelling technique.

Resolving Multi-phase Outflow/Inflow via Gas Dynamics and Chemical Abundance Distribution in a Sub-L* Dwarf Galaxy at z=6.1

This project will use JWST/NIRSpec to reveal how gas flows in and out of an early low-mass galaxy as well as mapping its chemical abundances to search for signs of proto-globular clusters or metal-free gas. By combining JWST’s unparalleled sensitivity with gravitational lensing and an advanced “MSA stepping” technique, this project will achieve ultra-efficient, spatially resolved spectroscopy down to star-cluster scales, at a depth that would otherwise be unfeasible.

The Formation of Crystalline Silicate Dust -- Testbed Observations of post-AGB Stars with JWST

This project will use JWST/MIRI to study six nebulae that are transiforming into perfect crystals and analyze organic molecules called PAHs (Polycyclic Aromatic Hydrocarbons) that reveal the environmental conditions in these stellar nebulae. By comparing the location of the crystals with the PAH-measured conditions, we can finally determine how cosmic crystals form, improving our understanding of planetary formation building blocks.
