About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 36-month project will allow the Val-d’Or Native Friendship Centre (CAAVD) to increase its ability to prevent gender-based violence (GBV) against women, girls and 2SLGBTQI+ persons in the Val-d’Or Indigenous community and refer them to appropriate resources, including community justice, health and social services and traditional healing resources. The steps involved in achieving this objective will begin with an analysis of the organization’s internal operations, the identification of gaps in mechanisms and clinical process flows, development of an action plan, dissemination of objectives and development of the tools to overcome obstacles identified in the fight against the GBV. Next, CAAVD will organize interactive activities leading to integration of the tools and mechanisms developed. Lastly, the tools and mechanisms created will be assessed, consolidated and permanently implemented within the organization.
This project will engage key CAAVD partners to gather their input on their relationship with the organization and for partnership mapping purposes.
By the end of the project, CAAVD will have developed administrative and practical tools and a repository of lessons learned, including consultations with women, girls and 2SLGBTQI+ persons from the community, and key CAAVD partners, to remedy issues related to support for women, girls and 2SLGBTQI+ members of the Val-d’Or Indigenous community.

This project supports the implementation of Senegal’s Program for Improving Quality, Equity and Transparency in Education and Training (PAQUET-EF). This Program aims to improve learning outcomes, strengthen the coverage, diversification and equity of the education and training system, and implement transparent and effective management of the sector. The objective is to ensure that boys and girls in Senegal, including the most vulnerable, can exercise their right to quality education.
As with all budget support projects, Canada is working in close cooperation with other donors and the Government of Senegal to promote effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors, government, and partners, which helps to strengthen efforts for effective, focussed aid, and long-term development results. This project is continuously monitored and evaluated in coordination with other donors.

Support to the strategic communications for the Special Envoy of the Secretary-General on Myanmar

This project supports the Office of the Special Envoy to the Secretary General (OSESG) in Myanmar to address critical gaps in strategic communications. With Canada’s support, the Special Envoy' office seeks to establish a strategic communication unit consisting of: (1) a communications and media officer; and (2) a Myanmar communications and analysis officer. Since the military coup in February 2021, there has been a proliferation of mis- and disinformation campaigns targeting internally displaced people, refugees and peacebuilders inside and outside the country. It is critical that the OSESG produces timely, credible, and transparent communications. Project activities include: (1) supporting the Special Envoy’s Office to ensure accurate and transparent messaging is communicated to intended audiences; and (2) reporting through local and international media to cover Special Envoy’s narratives and activities accurately and constructively.
