About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enhancing Ecosystem and Coastal Protection in the Caribbean

This project aims to increase the climate resilience of people and communities in Belize, Grenada, Guyana, Jamaica, Saint Lucia, St Vincent and the Grenadines and Suriname through improved marine and coastal ecosystem management. The project will achieve this by transforming the management of coral reefs and coastal ecosystems to ensure that their biodiversity is protected and that the vital ecosystem services they provide, including protection of coastal communities and shorelines from erosion and impacts of tropical storms—are sustained.

Project activities include: (1) developing and implementing country-specific frameworks and action plans through participatory methods. Also supporting the development and application of policies for coral reef and coastal ecosystem protection and management; (2) undertaking scientific data collection and mapping of coral reef zones and coastal ecosystems for the development of platforms that will support decision-making for their conservation and protection; (3) supporting the implementation of sub-projects focused on the restoration, repopulation, rehabilitation and management of coral reefs and coastal ecosystems in Belize, Jamaica, Saint Lucia, St. Vincent and the Grenadines, and Suriname; (4) providing training, capacity-building, and technical assistance for restoration, repopulation, rehabilitation and management of coral reefs and coastal ecosystems; and (5) collaborating, cooperating, and building partnerships with other regional and global initiatives, and research and learning institutions, to support better ecosystem protection and management regionally and globally.

This project will be implemented in Belize, Grenada, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines, and Suriname. It will involve the participation of national governments, the private sector, civil society and society at large. The targeted beneficiaries are coastal and fishing communities in the Caribbean, includes marine protection and management agencies, universities, government ministries responsible for fisheries, fisherfolk organizations, and civil society organizations involved in coastal and marine protection.

Strengthening Women Insider Mediators in Non-violent Socio-Political Movements

This project will seek to learn from and engage with the gendered space of insider mediation in nonviolent socio-political movements, to improve their effective contribution to conflict transformation. This will involve activities that will support: (1) understanding the diversity of constructive roles and approaches exhibited in nonviolent sociopolitical movements with both an insider mediation lens (which roles and approaches are mediative in nature and have direct or indirect impact on any existing formal/outsider mediation processes or transition processes?) and a gender lens (how are different mediative gender roles shaped and how might they differ?); (2) creating space for a small group of key movement actors – women and men – across contexts to share their experiences, approaches, tactics and strategies, and to network and give peer support; (3) offering needs-based capacity development support to these movement actors in conflict transformation approaches and methods, such as dialogue, negotiation, mediation, strategic networking and leadership, etc. to strengthen their insider mediation roles in multiple tracks; (4) creating space for engaging these movement actors, mediation actors and WPS actors for joint development of potential strategic collaboration modalities of gender-inclusive (insider) mediation approaches in contexts of movements; (5) creating space for on-site dialogue support (in selected contexts of these movement actors) among actors who are crucial to preserving the nonviolent and dialogic nature of transition processes, in order for them to sustain peaceful transition. This will be achieved through a baseline study, establishing a peer network, and offering dialogue support to women insider mediators.
