About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Nelson Nordic Ski Club's Ski Trail Expansion Planning Project, Nelson BC
The Nelson Nordic Ski Club (NNSC) is a volunteer based non-profit society whose mandate is to provide healthy, family-oriented, community-responsive cross-country ski facilities, trails and programs that can be enjoyed by skiers of all ages regardless of their abilities, while being especially responsive to environmental considerations. Planning for new trail development would include grooming the Great Northern Rail Trail south to Hall Creek creating a transportation corridor towards Ymir, a small community with few amenities.

Active Transportation Master Plan for the Region of Waterloo, Ontario
The current Regional Active Transportation Master Plan was developed in 2014. While progressive at the time, this document needs to be updated to capture the latest knowledge, trends, and public expectations. The new Active Transportation Master Plan will analyse the lessons learned since the previous plans and develop and strengthen the direction taken in the previous plan. The Region's strategic objective to reduce GHG emissions, the successes of implemented separated cycling projects, the emergence of Big Data, and increasing public expectation for high quality cycling and pedestrian facilities will be the driving force for the update. The updated Active Transportation Master Plan will inform the Transportation Master Plan, the Development Charges By-Law, and annual infrastructure development program. All communities will benefit from this Master Plan, however, the focus will be on trips by walking, cycling, and multimodal tips (including transit.)
