About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Essential Services for Afghan Refugees and Host-communities in Pakistan

This project aims to support Afghan refugees and host-communities in Pakistan impacted by the flood by providing essential services and early recovery efforts. It seeks to facilitate improved access to and delivery of essential education and protection services for Afghan refugees and host communities in flood-affected areas, particularly for women and girls. It also supports the resilience and recovery of their livelihoods, food security, and living conditions. Project activities include: (1) rehabilitating schools and health facilities in host-communities; (2) providing livelihood training, materials, and opportunities linked to food security and agricultural regeneration; and (3) delivering psychosocial, legal, and case management services on priority protection issues, including gender-based violence.

Specialized Training Support to UN Peace Operations

This project aims to increase the effectiveness of United Nations (UN) peacekeeping by reducing peacekeeper fatalities and increasing the capabilities of UN peacekeeping missions to implement their mandates in a gender-responsive manner. This project supports the UN Department of Peace Operations, Department of Operational Support, and Department of Management Strategy, Policy and Compliance in developing, revising, and delivering specialized training. This is to better prepare uniformed personnel and civilians deploying to UN peace operations to support the UN Secretary General's Action for Peacekeeping and Action for Peacekeeping Plus agenda. The training focuses on leadership, technology, medical, and mine action themes.

Transforming Women's Peacekeeping at Home and in Mission

This project builds on the pilot phase of the Elsie Initiative for Women in Peacekeeping. It supports national security sector actors in targeted troop and police contributing countries (T/PCCs) to increase support and capacity to advance women’s meaningful participation in UN peacekeeping. Project activities include: (1) providing targeted and data-informed technical assistance to to three T/PCCs; (2) supporting new barrier assessments for uniformed women in peace operations in T/PCCs through the Elsie Initiative Fund Help Desk; and (3) consolidating lessons learned and best practices on the implementation of barrier assessment recommendations.

Women's Peace and Humanitarian Fund: Haiti Appeal and Rapid Response

Canada's support of the United Nations Women's Peace and Humanitarian Fund (WPHF) aims to increase women’s participation in, and implementation of, peace processes and peace agreements. The WPHF's Rapid Response Window (RRW) is a critical funding mechanism that addresses urgent funding gaps with rapid, short-term support. This project supports to the WPHF's work in Haiti, to provide rapid funding to local women's organizations responding to the crisis and the needs of women and girls. Project activities include: (1) undertaking advocacy and technical support; (2) building capacity for women to meaningfully participate by promoting favourable attitudes towards their participation in conflict prevention; (3) addressing barriers to women’s representation and participation in peace negotiations; and (4) ensuring women’s and girls’ safety, health and security are assured, and their human rights respected through measures that prevent acts of violence, facilitate access to services for survivors, and strengthen accountability.

South Sudan Multi-Donor Transition Trust Fund

This multi-donor project led by the World Bank aims to improve inclusive, government-led service delivery that supports the recovery and consolidation of peace in South Sudan. Project activities include: (1) providing training and technical assistance to build capacity of government institutions; (2) establishing systems necessary for better governance and service delivery, such as a national social registry; (3) serving as a platform for coherent policy dialogue between government and development partners on reform priorities and how to achieve them; (4) collecting and publishing fiscal data to support transparent public financial management; and (5) preparing a policy and legislative framework required to support women’s economic inclusion through the Women’s Economic Enterprise Fund.
