In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Education in Emergencies for Girls and Women: Advocacy and Evidence

Project activities include: (1) convening a reference group that includes donors, civil society, academics, experts in gender and education in emergencies, and women from underrepresented contexts, to promote and drive progress on improving research, evidence, and sex-disaggregated data and accountability on girls’ and women’s education in fragile, crisis, and conflict settings; (2) developing and disseminating information on key issues related to women’s and girl’s education in fragile, crisis and conflict settings and the Charlevoix Declaration on Quality Education; (3) supporting the development of a platform on the Inter-Agency Network for Education in Emergencies (INEE) website to promote access to high quality, vetted, gender-responsive resources that highlight good practices; (4) updating INEE’s gender thematic web pages, including information on Charlevoix Declaration commitments, and helping to make INEE’s social media presence more gender-responsive; (5) providing support to INEE’s Journal on Education in Emergencies (JEiE) to develop a special edition on gender-responsive programming in emergencies, including reporting on the Charlevoix Declaration education commitments; and (6) translating these resources into INEE’s core languages (English, French, Spanish, Portuguese, and Arabic) where appropriate.

Women's Safety at the Centre (of the Systemic Response to Gender Based Violence)

The Northwestern Ontario Women’s Centre (NOWC) will achieve this by operationalizing the implementation of their High Risk Navigation Protocol and promoting its use as a central tool among service providers to relocate the safety of women, Trans and non-binary people and their children at the front end of the systemic response to Gender Based Violence (GBV); scaling up the GBV Navigation advocate position; creating a Court advocate position to reinforce and monitor the use of safety measures in legal processes; identifying gaps, examining links, researching alternative measures; and creating and publishing recommendations to change GBV protocols and policies, disseminating information, encouraging systemic change, promoting effective measures of accountability and prevention of GBV both inside and outside the criminal legal system.

More specifically, the project will tackle systemic barriers to ageism faced by older women in Chaudière-Appalaches: by deploying action research to identify concrete strategic recommendations to implement in the region; by documenting best practices through the provincial consultations of the Tables de groupes de femmes; by creating a community action plan aimed to ensure their full participation in society and democracy; and by increasing knowledge about ageism toward older women and ways to deconstruct it.
