In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to support the operationalization of the axes of the Forest Strategy 2030 to prevent overexploitation and lack of valuation of the forest sector in Morocco. Strengthening School Canteens in Burkina Faso

The ‘Strengthening school canteens in Burkina Faso’ project seeks to improve children’s nutrition, particularly for girls in schools in the north of the country. The project would provide breakfast and lunch to children in 450 schools per year, with half of them targeting schools with displaced children. To increase local production capacities and individual skills, the project will provide financial and technical support to local producers, with a focus on women. Training provided will include climate-smart agricultural methods such as those that promote better usage of water and forest resources. In some communities, the project would use an innovative approach by providing meals based from the supported producers. Finally, the project would provide equipment and training to school employees to improve the performance and sustainability of school canteens. The project would reach 114,600 direct beneficiaries, (47,500 girls and 47,500 boys) as well as 19,600 local producers, community members and school workers, of which 10,192 are women.

Description:

The IW-AR project will be centred around the development of a circumpolar northern Indigenous-based learning program. The project will use a web-based collection of learning resources and case studies to help reframe the current approach to Indigenous and Northern and Arctic youth engagement to include the voice of Indigenous peoples, in particular, youth, in Arctic discourse.
To do so, the IW-AR project will develop a set of learning resources and workshops targeted towards policy makers and educators to better understand how to engage Arctic and Northern youth. The project will be presented in different content formats, such as case studies and multimedia stories. It will also be complemented by a range of practical and reflective workshops for a more comprehensive and innate understanding of the concepts presented and how they can be better applied.
For Northern Peoples to be drawn to and see themselves in the work, the project will develop a website dedicated to IW-AR that will include learning resources and opportunities available to the Northern and Arctic audience. The project will also support Northern Peoples’ representation at local and global conferences where discussions on how making visible and acknowledging colonial structures are important to systems change, advancing reconciliation and improving relationships between Indigenous and non-Indigenous peoples.
