About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enabling better management and monitoring of a critical food fish in Kugluktuk, NU

Arctic Char from the Coppermine River are a critical food source for the community of Kugluktuk, NU. The proposed project builds on existing relationships and aims to answer questions from Inuit regarding movements of fish in the Coppermine River and Coronation Gulf. In a collaboration led by Kugluktuk Hunters and Trappers Organization (HTO) and involving researchers from University of Waterloo, Fisheries and Oceans Canada, and NRC, we will capitalize on existing acoustic telemetry infrastructure to answer questions about fish migrations and habitat use. Results will be used by Inuit fishers and managers to advance communitybased fishery management (timing of harvest, harvest locations) and our understanding of how climate may affect the fishery. Equipment moorings will be assessed and improved through NRC collaboration, to facilitate year-round research in Arctic fluvial systems.

Groundwater vulnerability to metal(loid) contamination in Whitehorse, Yukon

Groundwater is the principal drinking water source for Greater Whitehorse Area (GWA) residents. However, preliminary data show a high proportion of local untreated groundwater samples that have metal(oid) concentrations exceeding safe drinking-water limits. There is significant local need to identify sources and drivers of groundwater metal(loid) contamination in the GWA. The GWA is experiencing rapid population growth, growing groundwater demand, and has thousands of unregulated private water wells. This project combines sampling, analysis, modelling, and traditional knowledge to improve understanding of the spatial distribution of dissolved metal(oid)s and the underlying processes driving this groundwater contamination. These activities benefit from existing relationships and ongoing engagement among local partner organizations that include municipal, territorial, and First Nations governments and local academics. Overall, this project will support training, generate information, translate knowledge, and build capacity to improve water security for GWA residents and, potentially, other subarctic regions susceptible to geogenic metal(loid) contamination.
