About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Uplift Her: Improving the sexual and reproductive health and nutrition status of adolescents

This project contributes to improving the health and well-being of the most vulnerable adolescent girls in Ethiopia, in particular, out-of-school girls and young mothers in the Afar and Oromia regions. It seeks to enhance adolescent girls’ access to Adolescent Sexual and Reproductive Health and Nutrition (ASRHN) services and to improve their economic independence through nutrition and climate-smart income generation. Project activities include: (1) providing capacity-building training and coaching to health care providers, government staff and community facilitators to deliver integrated and comprehensive gender and adolescent-responsive ASRHN services; (2) establishing and rehabilitating gender-responsive and sustainable water sources, including rainwater storage and solar water systems; (3) providing gender-responsive technical assistance for the establishment and operationalization of Youth-Led Savings and Loans Association, including skills-based training in entrepreneurship and financial literacy; (4) reactivating Sexual and Gender-Based Violence committees at the district level; and (5) delivering gender-responsive and age-specific training on sexual and reproductive health rights and nutrition (SRHN), and related life skills to in-school and out-of-school adolescent girls and boys.
The project aims to reach 204,110 girls, boys, women and men directly. The ultimate beneficiaries are 128,518 adolescents, which includes 63,879 out-of-school girls, 34,144 in-school girls, 18,501 out-of-school boys and 11,994 in-school boys. Because adolescent girls have less access to SRHN information and services, and girls who are married young are much more likely to be malnourished, this project focuses on out-of-school girls and young married mothers.

Strengthening Investments in Gender Responsive Climate Adaptation

The strengthening Investments in Gender Responsive Climate Adaptation (SIGRA) initiative seeks to advance climate action, food security, and inclusive governance in Ghana. This project aims to improve the resilience of Ghanaian citizens, particularly women, girls, and vulnerable groups, through investing in inclusive and gender-responsive climate adaptation initiatives.
The project seeks to strengthen the enabling environment at the national and local levels while supporting women’s voices and involvement in policy decisions concerning climate change adaptation. Specifically, the project provides technical assistance and support to strengthen governance and national systems with key central level Ministries, Departments, and Agencies (MDA) while providing direct grants to five Metropolitan, Municipal and District Assemblies (MMDAs) funding local gender-responsive climate adaptation projects. The initiative further supports regional government stakeholders in the Northern and Volta regions. It strengthens the ability of targeted MMDAs to plan, implement, and report on climate adaptation initiatives. The project also strengthens women-led civil society organizations’ (CSOs) participation, voice and influence in government decision-making.
Project activities include: (1) supporting Ghanaian ministries and agencies with technical assistance on gender-responsive budgeting and climate adaptation; (2) providing technical assistance to MMDAs on climate risk assessments and formulating gender-responsive climate adaptation initiatives; (3) providing funds to MMDAs for gender-responsive climate adaptation plans; (4) supporting women-led CSOs to conduct outreach, awareness raising, and advocacy on gender equality and climate adaptation at the MMDA and national levels; and (5) supporting organizational development of regional structures of the Ministry of Local Government, Decentralization and Rural Development, Environmental Protection Agency, and the Ministry of Gender, Children and Social Protection. The SIGRA project directly benefits 627,000 Ghanaian citizens (51% women) and up to 5 million people in the Northern and Volta regions.

Climate Finance Program of the African Union’s Green Recovery Action Plan

This project enhances the economic and climate resilience of the African population, in particular women and youth, post COVID-19. Project activities include: (1) developing a gender-responsive roadmap, toolkit and metrics to implement the African Union’s Green Recovery Action Plan and measure progress on action and desired outcomes; (2) conducting a gender-responsive capacity needs assessment of at least seven African Union member states and three Regional Economic Communities; (3) developing and delivering a capacity building program on the implementation of the African Union’s Green Recovery Action Plan, which targets 360 policymakers - with at least 40% women and youth; (4) establishing a Climate Finance Unit within the African Union Commission and developing an inclusive National Climate Finance Strategy for African Union member states; (5) hosting six African Union Green Finance Investor Roundtables; and (6) providing targeted training on climate finance to at least 75 officials directly linked with Ministries of Finance in AU member states.

Support to Africa Disaster Risk Financing Multi-donor Trust Fund

This project supports the Africa Disaster Risk Financing program’s multi-donor trust fund. It seeks to strengthen the resilience of vulnerable communities, women, and girls to climate disasters in six African countries by adopting ex-ante climate disaster risk financing instruments. The project contributes to improving the capacity of governments and private sector actors for efficient and timely gender-sensitive responses to climate disasters. It does so by increasing access to climate disaster risk financing instruments. It also seeks to enhance protection against climate shocks by improving preparation and response to climate disasters.
Project activities include: (1) conducting risk diagnostics to develop climate disaster risk financing strategies; (2) collaborating with the African Risk Capacity in Regional Member Countries to train and carry out workshops to develop gender-responsive contingency and response plans; and (3) facilitating premium subsidies payments for climate disaster risk insurance. This project directly benefits women and men who are vulnerable to climactic shock.
