In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Oceans for Prosperity – Indonesia

This project aims to support the Government of Indonesia in building healthier, more productive, and more resilient coral reefs and their associated ecosystems (seagrass meadows, mangroves) and expand access to economic opportunities for coastal communities. Project activities include: (1) supporting coral reef restoration activities and frameworks; (2) building technical capacity to improve the management of marine protected areas; and (3) addressing the issue of marine plastic waste; and, (4) developing financing tools and other strategies to strengthen coastal livelihoods. Direct beneficiaries include 80,000 people in 250 villages, while indirect beneficiaries include millions in coastal areas in the 10 target provinces. Canada’s support complements and leverages a loan of US$200 million from the International Bank for Reconstruction and Development to the Indonesian Ministry of Marine Affairs and Fisheries.
-Commitments/Priorities contributing to: The Indo-Pacific Strategy and to the Middle Income Strategy; Canada’s climate commitments under the Paris Agreement; SDGs (1, 2, 8, 13, 14, 15). It is well aligned with GoI National Determined Contributions (NDCs) and directly supports the objectives of the High Level Panel for a Sustainable Ocean Economy, of which PM Trudeau and President Joko Widodo are both members. Potential G-20 Announceable –linked to the G20 Presidency of Indonesia.

The project aims to contribute to increased participation and engagement in Arctic research planning by northerners and northern communities; contribute to improved awareness of and knowledge of the contributions by northern communities, peoples and institutions to Arctic higher education and research over past decades; and contribute to higher value impact from research, and greater relevance to those living in the region. To do so, the project produces a collection of strategic analysis papers on the future of Arctic cooperation; creates a testimonials portal on the UArctic website from past students, staff and interns; creates a model for an updated university study catalogue; completes and publishes a UArctic external evaluation; and reviews the status of Arctic science research and impact of influential actors.
