About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Resilience of Women to Climate Change in Chad

This project aims to increase the adaptation of young rural women and their communities to climate change in the Guéra province of Chad. The project also contributes to strengthening the skills and effectiveness of groups and cooperatives in developing climate-smart food systems with and for young women groundnut and sesame producers.
Project activities include: (1) training women in peanut and sesame production in soil restoration and conservation techniques adapted to water stress and based on improved local knowledge; (2 ) implementing community reforestation and restoration campaigns for strategic aquatic and wetland ecosystems. This is for adaptation to climate change based on nature-based solutions that meet the needs of young women groundnut and sesame producers and their communities; (3) supporting groups and cooperatives in developing high-value marketing channels for young women producers; and (4) setting up pilot leadership laboratories supporting innovative and non-traditional social, economic and environmental initiatives of young rural women in the field of Climate Change Adaptation.
The direct beneficiaries of the project are 5,000 people, mainly women peanut and sesame farmers, and their communities, including 3,500 women and young women and 1,500 men and young men. Indirect beneficiaries are estimated at more than 45,000 family members of the direct project beneficiaries.

Women and Youth in Action for Sustainable Ecosystems

This project aims to increase the resilience of rural communities, especially women and youth, to climate change by sustainably improving biodiversity and connectivity of strategic ecosystems. The conservation of ecosystems, biodiversity and the benefits derived from them, also implies improving the effectiveness of members of farmers' organizations and cooperatives, to develop agroforestry value chains that respect biodiversity and are adapted to climate change. And finally, in a context marked by conflicts, the sustainability of the results implies an increased commitment of local communities, in favor of an inclusive and equitable governance of natural resources.
This project, based on a nexus approach, will promote access to sustainable economic opportunities and the reduction of inequalities, especially for women and youth, in order to counter threats from climate change and desertification, but also extremism. This project will directly benefit over 10,000 people, of whom 8,000 are women in 12 communities; 12 farmer organizations; and 200 community leaders in Burkina Faso’s Sahel region.

Catalytic Climate Finance Facility

Designed as a multi-donor program, and in partnership with the Climate Policy Initiative (CPI), the project provides grant funding and technical assistance to accelerate the development and scale-up of climate finance solutions in developing countries in Sub-Saharan Africa, Latin America, South Asia, and Southeast Asia. The key objective of the project is to contribute to the development of a pipeline of investable solutions aimed at achieving climate change mitigation and adaptation outcomes, in sectors such as clean energy, climate-smart agriculture and nature-based solutions. It also includes mobilizing resources, particularly from the private sector, for the sustainable development goals.
Project activities include: (1) delivering grant funding to selected applicants to structure, launch, and expand their blended finance solution; (2) providing technical assistance to selected applicants to develop their capacities to ensure their blended finance vehicles can generate business traction and accelerate the mobilization of capital; and (3) developing a learning hub as a critical knowledge platform, capturing learnings and ensuring knowledge transfer to various actors, thus creating synergies and increasing efficiencies in the climate finance ecosystem.
The project’s direct beneficiaries are selected individuals and institutions implementing climate finance solutions in developing countries. These actors contribute to addressing the impacts of climate change and increasing the capacity of economically disadvantaged groups, including women and girls, by financing projects with climate mitigation and adaptation as the main intended impacts. Between 14 to 20 grantees are expected to be supported by the end of the project.

Intercultural Dialogue and Conflict Prevention

The ultimate outcome of the project is to strengthen the national capacities for intercultural dialogue and conflict prevention, ensuring effective participation of indigenous peoples, with a focus on indigenous women. To achieve this goal, the project aims to produce two outcomes: 1) strengthen the capacities of the Pontifical Catholic University of Ecuador (PUCE) to facilitate the monitoring of the implementation of the agreements reached between the Government and indigenous organizations; 2) reinforce the capacities of national actors to build and sustain a permanent dialogue network.
This project has two levels of implementation: 1) contributing to the proper functioning of the monitoring mechanism of the agreements between the Government and the indigenous organizations. From this perspective, the final beneficiaries are the indigenous peoples of Ecuador, who will have a formal space to monitor the fulfillment of their demands; 2) generating a network of specialized dialogue and facilitation practitioners (women and men). This will allow the indigenous peoples, women, youth, and other Ecuadorian social groups, to have access to consensual facilitation and mediation solutions. This solution will be built from the local experience and approaches, promoting social cohesion and the peaceful resolution of conflicts.

Building on the achievements and stakeholder relationships of Phase I to institutionalize the peace education curriculum across the Tunisian primary education system, Search for Common Ground is aiming to support the Ministry of Education (MoE) in the roll-out of the peace education curriculum to all Tunisian primary schools, training inspectors and teachers, as well as the development of additional accompanying materials to the curriculum, thereby enhancing the MoE’s efforts to reform the Tunisian education system, while building the capacity of teachers and MoE staff to integrate peace, gender, and human rights considerations into teaching and educational activities.Search will also continue to support local civil society organizations and Peace Clubs in youth centers to further build their capacity to instill civic values, while increasing their sustainability and a stronger connection to the Ministry of Education component.

The purpose of this project is to strengthen public debt management capacity and institutions, reduce debt-related vulnerabilities and improve debt transparency of low and middle-income countries. It also facilitates collaboration among debt management technical assistance providers and dialogue on debt issues among different stakeholders.

Türkiye/Syria Matching Fund – Canadian Red Cross Society – 2022

March 2023 – Since early February 2023, Türkiye and Syria have been impacted by multiple severe earthquakes that have resulted in over 40,000 deaths and significant damage to infrastructure. Overall, it is estimated that 9.1 million people in Türkiye and 8.8 million in Syria have been directly affected by the earthquakes. Needs assessments have revealed vulnerable earthquake-affected populations require urgent access to shelter and food assistance, water, sanitation and hygiene services, and healthcare.
To respond to this crisis in a timely and effective manner, Global Affairs Canada is matching $10 million of donations made to the Canadian Red Cross’ (CRC) Earthquake in Türkiye and Syria Appeal. The Matching Fund is addressing the life-saving needs of people affected by the earthquakes, with funds being channeled by the CRC to the International Red Cross and Red Crescent Movement and its partners to undertake earthquake response activities. Project activities include: (1) addressing food security and nutrition needs; (2) distributing shelter and hygiene materials and other non-food items; and (3) providing health and protection services to earthquake-affected communities.

Syria and Türkiye Matching Fund – Humanitarian Coalition – 2023

Global Affairs Canada launched an earthquake response Matching Fund in response to the elevated humanitarian needs in partnership with the Humanitarian Coalition and its members. Through this mechanism, the Government of Canada matches eligible donations made to the Humanitarian Coalition and its members for earthquake relief efforts up to a maximum of $10 million. Project activities include: (1) delivering emergency food assistance; (2) providing emergency shelter assistance; (3) rehabilitating water, sanitation and hygiene facilities; and (4) providing essential non-food items.
