In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Montreal Afrodescendant Documentary Heritage Project

The project is a colaboration between three incorporated non-profit heritage organizations in Montreal that will increase access to and awareness of the documentary heritage of diverse local Afrodescendant communities to the wider public. The Cultural Identity Preservation Project aims to compile, categorize, catalogue and display digital and physical artistic works by an artist from Metepenagiag First Nation. Nelson Cloud has been using videography and photography to collect historical and sacred moments for the past 20 years. The collection centers around gatherings, events, locations, and spontaneous moments captured through the lens of Nelson’s Creative eye. His work provides an immersive view of Metepenagiag and Natoaganeg communities, historical grounds, burial mounds, riverbanks and wildlife.

Engaging with Heritage through Digital Image Preservation

The objective of the project is to bilingually digitally accession and preserve the oldest photographic images held by the Annapolis Heritage Society (AHS) and render them accessible to the public. Deliverables of the project are: the development of a group of skilled volunteers; the digitization of photo collections from the 19th century; and wide public access to the images. Key activities include: training of volunteers; digitization of the images; labelling, bilingual description and rehousing of images in need; and uploading digital images to a provincial database along with related textual information. The project will be promoted through an in person and virtual museum exhibit displaying restored digital prints of a selection of images and providing education on the digital preservation and restoration process.

Specifically through Nunavut, the Kawartha Lakes and Curve Lake First Nation. It will serve as a template and launching point for future growth. The project will create an online and in-person exhibit focused on 3-5 success stories from the gaming, software and science industries

Supporting Archival Capacity in Indigenous Communities and Organizations

The project seeks to procure funding to continue running the AABC's successful and well attended workshop: Archives 101: Archival Practice for Indigenous Organizations. The project will involve two online offerings of Archives 101 at a low registration fee which gives attendees an overview of creating and managing successful archival programs in their communities or organizations. Paired with these two workshops will be eight no-cost and in-person site visits to Indigenous communities in the Lower Mainland by the AABC's Education and Advisory Services Coordinator.

Oral History Project of the Chretien Years

The organization will create the first oral history archive of Canadian foreign policy under the Chrétien Prime Ministership (1993-2003). The archive will be composed of interviews with 150-200 actors involved in Canadian foreign relations during the period, including ministers, foreign officials, and indigenous leaders. The interviews will be housed in the University of Toronto's library system, and each interview will be available in video, audio, and transcript format

Digitization of the Franco-Saskatchewanian community’s artistic and cultural photographic heritage (NumArt)

The NumArt project targets the following activities: Digitize, describe and preserve 25,342 photographs, which comprise the artistic and cultural photographic heritage of the Franco-Saskatchewanian community from 1974 to 2000, assembled in the collections of the Conseil culturel fransaskois and the newspaper L’Eau vive. Train and educate Francophones in archival processing. Promote this heritage through virtual exhibitions, publications and community and school activities.
