About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Lighthouse, the Global Protection Fund, is a multi-donor pooled fund to establish a dynamic sub-granting platform that advances the protection of Human Rights Defenders (HRDs) by channelling resources directly to those at risk, supporting localization, fostering flexibility, and enabling at-risk HRDs and civil society organizations (CSOs) to sustain their work where needs and impact are greatest.
The ultimate goal of Lighthouse is that HRDs, civil society groups, and movements most at risk worldwide are safer, more resilient, and better able to continue their human rights work through strengthened, coordinated, and needs-driven global protection efforts.
Project activities include: (1) Processing grant applications, including verification of identity and human rights work; (2) Accompanying the recipient to ensure that measures are effective and that risks and threats are handled adequately; (3) collecting accurate and useful data across programs on threats faced by HRDs; (4) disseminating the report with key stakeholders within the protection ecosystem, such as the United Nations, European Union, and national governments.

This project aims to strengthen the ability of civil society organizations, independent media, human rights defenders, and vulnerable groups to operate safely in increasingly contested digital environments ahead of the 2026 elections in Colombia and Brazil. The project would strengthen digital resilience through improved capacity of civil society actors, journalists and human rights defenders to anticipate, mitigate, and recover from cyber threats, including denial-of-service attacks, censorship pressures, and online harassment. It would support the secure use of resilient digital platforms and communications tools to ensure continuity of operations for democratic actors during high-risk electoral periods. Particular attention would be given to the needs of women, gender-diverse individuals, and other vulnerable groups, who face disproportionate levels of online abuse and technology-facilitated intimidation.
