In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Implementation of the Quebec Poultry Disease Compensation Plan

Justice at Work for Lone-Mothers in BC

This 29-month project will support a feminist response and recovery to adress the current impacts of COVID-19, through systemic change. Single Mothers’ Alliance of BC Society will achieve this by carrying out lone-mother led participatory action research; building partnerships, networks and alliances with stakeholders in urban centers and rural and remote areas in northern British Columbia (BC); developing and implementing action and advocacy plans; and mobilizing knowledge gathered in the project through lone-mothers’ summits, academic conferences, and policy dialogues to raise awareness and impact pandemic-recovery policy development with government, unions, and other stakeholders that advances gender equality in BC.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
The project will result in research and program design led by lone-mothers themselves with lived experience to assess the expansion of the BC’s Single Parent’s Employment Initiative, Employment Standards Act and welfare policy legislative reforms. Key partners such as the University of British Columbia and Unite Here! Local 40 (hospitality sector labour union), will assist with research and outreach targeting impacted black, racialized, and Indigenous single mother workers through all phases of the project.
