In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Innovative Alkaline Membrane-Electrode Designs for Low-Cost Green Hydrogen at Gigawatt Scale.

The proposed project involves the design and optimization of a novel anion exchange membrane (AEM) electrolyser designed for the Giga watt (GW) market to minimize the cost of hydrogen production through the development of high-performance, stable electrodes based on non-noble catalysts. SFU, UofA and NRC will work together to optimize the electrode structure and architecture to develop a high-performance catalyst-coated membrane (CCM) design, which will be tested for stability at NRC and Ionomr. Fraunhofer Institute for Manufacturing Technology and Advanced Materials (IFAM) will develop high?performance and long-term stable catalysts. Membrane-electrode-assembly (MEA) design will be transferred to IFAM to prepare large-scale CCMs for integration into a Sunfire GmbH short stack for operational testing. As a result of the project, a new AEM electrolyser will be created, operated with membranes and ionomers from Ionomr. The system offers minimal capital costs and maximum operational flexibility to minimize the cost of producing green hydrogen and to accelerate the integration of electrolyser into Canadian, German, and international markets.

Biome Renewables is developing a product that enhance the performance of wind turbines and addresses the challenge of Turbulent Boundary Layer Trailing-Edge (TBL-TE) noise. Biome Renewables addressed the problem of noise caused by wind turbines in operation through our FeatherEdge™ technology. The Project will test the Serration technology on one turbine and compare the noise reduction achieved to a noise baseline established prior to the installation of the Serration. Noise testing will be conducted on an IEC compliant basis which is the typical standard used in the wind industry.
