In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Empowering Women and Girls in the Commonwealth

This project supports the realization of a life of dignity for women and girls from disadvantaged communities in Bangladesh, Malawi, Mozambique, Pakistan and Sri Lanka, by adopting a holistic approach that focuses on empowerment through social and community support and recognition, educational attainment, and economic opportunities. The project promotes gender equality and provides skills for livelihood training to 75,000 women and girls, allowing them to better support themselves and their family, and contributing to reducing poverty in their communities. Based on its expertise, the Commonwealth of Learning (COL) harnesses the potential of appropriate learning-enhancing technologies to achieve both speed and scale.
Project activities include: (1) holding awareness sessions and public campaigns on gender equality, human rights, sexual and reproductive health and rights, gender-based violence, the right to an education, etc.; (2) building capacity of local women’s rights and civil society organizations to support women and girls’ empowerment; (3) establishing open schooling and safe learning centers offering back-to-school services; (4) providing context-specific and labour market relevant vocational courses, skills training and entrepreneurship; and (5) supporting enhanced access of women farmers and entrepreneurs to market and institutional financial services.

Innovative Miniaturized Instrument for Satellite-Based Methane Monitoring

The objective of the proposed project is to advance the concept of an innovative miniaturized instrument, which uses a novel measurement concept for high spatial resolution and high sensitivity satellite-based methane monitoring. The precision of the methane column density measurement is expected to be up to two times better than current technologies, thereby significantly advancing the state of the art in satellite remote sensing of methane. Furthermore, the proposed instrument will have several practical advantages over current technologies including simplified design, reduced manufacturing cost, and increased operational flexibility. Benefits to Canada include the direct application of space technology to fight climate change. The technology is not only applicable for GHGSat’s next generation constellation, but also for hosted payload opportunities and potentially other commercial and governmental Earth observation missions. This instrument concept will help ensure continued leadership of Canada in high-resolution monitoring of greenhouse gas emissions at individual industrial facilities from space.

THEMUSEUM’s project "Canadians on the Moon" will target young learners, aged 5-14, with current, relevant content about Canadian participation in and goals for the Artemis missions. Canadians on the Moon programming will have three components: 1. Canada on the Moon Field Trip: This educational module will target Grade Six students, to accompany the Understanding Earth and Space Systems. A StarLab planetarium presentation with a new focus on the moon will be developed to accompany this module. 2. Moon StarLab Tour for Field Trips: Every school group that visits THEMUSEUM will have the option of adding a StarLab tour with a presentation on the Moon.3. Moon & Deep Space Day Camps: THEMUSEUM will offer two or more day camps that share current information about the moon, the Artemis missions and Lunar Gateway, and the role these missions and projects will play in shaping future deep space exploration.
