In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Re-membering: 2-Spirit Stories of the Indigenous HIV Movement in Canada

Through this 14-month project, CAAN Communities, Alliances & Networks will increase its ability to prevent or address gender-based violence against Indigenous women, girls, or 2SLGBTQQIA+ people by challenging assumptions, centering 2SLGBTQI+ stories and perspectives, and celebrating their contributions through documenting the ways they challenged the status quo and demanded an HIV response for Indigenous communities across Canada.
This will be achieved through the collaboration of a 2SLGBTQI+ advisory committee and elders/knowledge keepers with a film production team to co-create a documentary on these topics. The development of a community-screening facilitators’ guide and the hosting of community screening events across the country will help support inclusive engagement efforts, lead conversations, and generate awareness on the 2SLGBTQI+ contribution to Indigenous wellbeing, including by creating access to HIV prevention education, testing, and treatment. Historical, archival, educational, and celebratory, this project is truly for, with, by, and about 2SLGBTQ+ Indigenous people.
At the end of the project, and the impact evaluation report will be produced to assess the awareness-raising of the film screening participants.

As part of this 14-month project, Montréal Pride will develop solutions informed by the 2SLGBTQI+ community to address the main barriers and gaps facing its members. More specifically, the project will contribute to advancing equality for 2SLGBTQI+ people by creating an audio program and awareness-raising content to highlight the struggles, stories, advocacy, and solutions of LGBTQ2+ people living outside urban areas and those who are members of the trans, racialized, Indigenous, Two-Spirit, elderly, low-income, and disabled communities.
Measures that will be taken to achieve this goal include identifying the needs of 2SLGBTQI+ communities located outside of urban centres and defining a strategy for appropriate content; defining the applicable committee procedures and rules for the various working and monitoring groups under the project; developing the visual identity for the audio program and promoting it; and finally, recording, producing, and broadcasting awareness-raising content.
