Grant to enable participation in post Government in Council for Westcoast Sunrise Project.

This project aims to provide a youth with work experience and skill development opportunities in the agriculture sector.

The Project is a national initiative delivered across eight components over six fiscal years as part of a broader effort implemented by the Inter-Council Network (ICN), a coalition of eight provincial and regional councils for international cooperation. As one component of this larger initiative, the Project strengthens public engagement on global issues and supports the contribution of people across Canada to international cooperation efforts.

The Project increases understanding of global challenges through coordinated outreach, capacity-building, and youth engagement. It reaches communities that are often underserved by centralized engagement models, including Indigenous communities, diaspora groups, youth, professional associations, and rural and remote populations. These groups, along with women, gender-diverse individuals, and emerging leaders, are the primary beneficiaries of the Project.

In Northern Canada, the Northern Council for Global Cooperation works with civil society stakeholders to foster leadership through dialogue, programming, and public engagement that contributes to the Sustainable Development Goals (SDGs). The Project enhances the ability of people and organizations in the region to participate meaningfully in Canada’s international cooperation efforts.

The Project activities include: (1) strengthening public awareness and motivation to support international development assistance by delivering International Development Week (IDW) events, implementing media and storytelling initiatives, and producing public-facing campaigns; (2) deepening opportunities for Indigenous Elders, youth, and knowledge holders to engage in global peacebuilding and development dialogues by convening gatherings, co-creating culturally grounded learning resources, and developing multimedia storytelling tools; and (3) enhancing the knowledge and skills of international development actors by delivering equity- and sustainability-focused workshops, developing accessible learning tools, and contributing to national coordination and knowledge-sharing platforms.

The Project is a Quebec-wide initiative implemented over five years (2026–2031) by the Association québécoise des organismes de coopération internationale (AQOCI), in collaboration with the Inter-Council Network (ICN). Building on AQOCI’s role as a convenor of over 70 organizations across 14 regions, the Project strengthens inclusive global citizenship engagement and contributes to Canada’s international assistance efforts, with a strong emphasis on gender equality and the Sustainable Development Goals (SDGs). It focuses on mobilizing individuals and communities, strengthening organizational capacity, and fostering collective action, while integrating feminist, intersectional, and decolonial approaches and amplifying the voices of historically marginalized groups. 

The Project enhances public understanding of global issues through a comprehensive global citizenship education approach that combines awareness-raising, capacity-building, and community mobilization. It places particular emphasis on engaging, underrepresented groups, including youth, Indigenous communities, diaspora groups, 2SLGBTQIA+ individuals, and people with disabilities, while ensuring outreach across urban, peri-urban, and rural regions of Quebec. These groups are the primary beneficiaries of the Project’s activities, which are designed to foster inclusive participation, strengthen local leadership, and connect local and global issues. 

In Quebec, AQOCI serves as a key hub for global citizenship education and international cooperation, working in partnership with civil society organizations, academic institutions, and community actors. Project activities include: (1) increasing awareness of global inequities and development issues through public engagement initiatives and educational activities; (2) building the capacity of partners and change agents through training, knowledge exchange, and collaborative learning spaces; and (3) fostering inclusive participation and collective action through dialogue spaces, co-creation processes, and strengthened pan-Canadian coordination mechanisms that support shared learning and impact.

The Worker Retention Grant provides funding to employers with an approved and implemented Work-Sharing agreement. Employers can use this funding to provide a weekly income top-up to workers who have reduced hours and are taking training while receiving Work-Sharing Employment Insurance (EI) benefits. The WRG is designed to increase uptake of training for workers while on WS to improve resiliency during the adjustment period by, helping workers maintain employment while receiving a larger proportion of total income through the grant.
