This 4-year federal–territorial agreement supports Northwest Territories's implementation of its actions under the National Action Plan (NAP) to end gender-based violence (GBV) so that collectively, the vision of the NAP to End GBV can be advanced - “A Canada free of gender-based violence. A Canada that supports victims, survivors and their families, no matter where they live.”

The National Action Plan was made possible through close collaboration between FPT governments and is informed by engagement with Indigenous partners, victims, survivors, front-line service providers, GBV experts, academics and advocates. It is a strategic framework for action within and across jurisdictions with the goal of supporting victims, survivors, and their families, no matter where they live. The five pillars of the National Action Plan are: Support for victims, survivors and their families; Prevention; Responsive justice system; Implementing Indigenous-led approaches; and Social infrastructure and enabling environment.

This 4 years federal–provincial agreement will address gender-based violence.
Gender-based violence is a priority for the Government of Québec, which has invested significant funds to end violence against women. However, although it supports the overall objectives of the National Action Plan to End Gender-Based Violence, the Government of Québec cannot adhere to it because it intends to retain its full responsibility in this area on its territory. Through an agreement that respects its autonomy, the Government of Québec expects to receive its fair share of federal funding to support the programs, initiatives, and services to end gender-based violence that it puts in place based on the needs of its territory.

Through this 24-month project, Huron Women’s Shelter, Second Stage Housing and Counselling Services will develop a collaborative approach to address rural sexual violence service gaps through systemic change in Huron and Perth. This will be achieved by strengthening the gender-based violence (GBV) ecosystem using a feminist and systems change approach through a network of service providers and partners, including survivor advisors, who will design a collaborative service delivery model based on the Sexual Assault Centres Model tailored for rural communities in the Huron and Perth region.

This project will partner with Optimism Place, and it will engage survivors of sexual violence and upwards of 10 community partners across the region. They will collaborate in the development of the project, making decisions and providing input in support of the initiative.

By the end of this project, Huron Women’s Shelter, Second Stage Housing and Counselling Services will have reduced barriers to sexual assault services in Perth and Huron through systemic change and ultimately increased access and participation for survivors while serving as a template for other rural communities across Ontario.

Through this 12-month project, People of the Dawn Indigenous Friendship Centre will address organizational capacity needs to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: conducting a series of in-person and supported discussions with individuals impacted by gender-based violence and collaborating with local partners and associated clients, to inform organizational programs and policies.

This federal–provincial/territorial agreement is to support eligible organizations providing existing crisis hotlines responding to gender-based violence (GBV) that are experiencing a rise in demand for service provision due to the COVID-19 pandemic by agreeing on the term of payments for federal funding intended for these eligible organizations.
