In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enhancing Climate Resilience of Biodiversity Hotspots in Jordan

This project aims to help protect and enhance the resilience of climate-vulnerable ecosystems and increase the size of restored forest ecosystems in southern Jordan. It also aims to increase the participation of women, youth, and marginalized groups in decision-making processes so they can benefit from the implementation of nature-based solutions in the region. The project also seeks to pilot interventions designed to increase restored forests areas (by an estimated 750 hectares). This would increase the percentage of women, youth and marginalized groups engaged in and benefitting from improved productivity of the ecosystems in Southern Jordan’s Shoubak and Petra districts. This project contributes to strengthening climate action by promoting gender equality and helping to protect and promote the human rights of vulnerable and marginalized groups.

Description:

At the G7 Summit in May 2023, Canada announced a contribution of CAD 283 million to the European Bank for Reconstruction and Development (EBRD) for the High Impact Partnership on Climate Action, comprising $33.125 million in grants and $250 million in repayable contribution. This project fulfils an important part of Canada’s $5.3 billion international climate finance commitment over the period 2021 to 2026.

The High Impact Partnership on Climate Action (HIPCA) is a multi-donor program that combines commercial finance with concessional donor co-financing, policy engagement and technical assistance to unlock the right market conditions and draw in the private sector for tackling climate change and environmental degradation.

This project aims to advance the transition towards low-carbon, climate-resilient and environmentally compatible pathways in countries where the EBRD operates and which are eligible to receive Official Development Assistance (ODA ), in a manner that seeks to promote gender equality and economic inclusion. Project activities – through the $250 million portion of the total contribution – include: (1) providing concessional financing in support of high-impact climate investments that reduce or prevent greenhouse gas emissions, strengthen resilience, and reduce vulnerability to climate change; and (2) identifying solutions that protect the environment and unlock the private sector to act as an agent for climate and environmental action.
