Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Brighter Outcomes Ethiopia: Strengthening CSOs for Displaced Children's Education
7440668 P010570001
This project aims to enhance equitable and inclusive learning outcomes for refugees, internally displaced people (IDP) and host community children, particularly girls and adolescent girls in Oromia (Bale) and Somali (Dollo Ado and Dollo Bay) regions of Ethiopia. The overall objective of the project is to promote equitable and inclusive learning outcomes for refugees, IDP and host community children, particularly girls and children living with disabilities. Project activities include: (1) delivering institutional-strengthening training related to governance, managerial systems and relations with community and other stakeholders, as well as their knowledge on child rights, child participation, equality, gender and inclusion; (2) providing small grants to refugee-led and IDP-led organizations to fund core and programmatic activities based on situation analyses and education assessments, such as improving teaching practices on safe, quality gender and disability responsive learning environments; and (3) supporting refugee-led and IDP-led organizations on carrying out advocacy forums on inclusive education rights of IDP and refugee children with community and education authorities. The project aims to reach a total of 120,599 direct beneficiaries, including 27,339 refugee and IDP children, as well as teachers and facilitators, caregivers, Parent Teacher Student Associations and school members. The project will reach 458,004 community members as indirect beneficiaries through information dissemination and capacity strengthening of district education authorities.
