About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project Grant - PA: Pandemic Preparedness and Health Emergencies Research

The Centre for Research on Pandemic Preparedness and Health Emergencies will provide multi-year funding for applications that have a primary research objective on preventing, preparing for, responding to, and recovering from existing and future pandemics and other health emergencies. While all relevant research applications within this scope are eligible, projects that focus on the prevention of and/or recovery from pandemics and health emergencies are strongly encouraged.
In addition, projects that include at least one of the following topics/themes are also encouraged:
• Clinical, population health or health systems research
• Knowledge Mobilization
• Effect of social, cultural, environmental, structural and/or biological determinants of health or health equity on prevention and / or recovery
• Research priorities identified by First Nation, Inuit, Métis and/or Urban Indigenous communities
• Evaluation of effective science communications and/or knowledge mobilization activities related to prevention and/or recovery
• Evaluation of systems that enable effective and efficient prevention, and/or recovery
*For the purpose of this Priority Announcement, a health emergency is defined as:
A present or imminent event or phenomenon, of a temporary, acute nature, with actual or potential significant negative impacts on human health, resulting in a serious disruption of the functioning of a community; and/or the declaration of a state of emergency by a municipal, provincial/territorial, federal and/or Indigenous government, or international organization with a health research mandate, and which requires prompt research action to protect and strengthen human health
