In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project focuses on activities to protect people in Northern Ethiopia – specifically Afar, Amhara, and Tigray. It seeks to prevent the threats posed by explosive remnants of war that resulted from Ethiopia’s two years civil war between the Government of Ethiopia and the Tigrayan People’s Liberation Front. The project also aims to use mine action as an entry point to reduce tensions among community members and between communities. This also includes the Ethiopian Mine Action Authorities, Ethiopian officials, and international actors. Project activities include: (1) delivering tailored explosive arms risk education and peacebuilding awareness messages to target communities; (2) conducting non-technical surveys to assess the scale and scope of explosive arms contamination in Afar, Amhara, and Tigray; (3) delivering tailored training to the Ethiopia Mine Action Office on gender-sensitive planning, prioritizing, and coordinating of the sector; and (4) collaborating with the Ethiopia Mine Action Office, to develop a National Technical Standard and Guidelines for humanitarian mine action operations in Ethiopia.

Strengthening School Canteens in Burkina Faso

The ‘Strengthening school canteens in Burkina Faso’ project seeks to improve children’s nutrition, particularly for girls in schools in the north of the country. The project would provide breakfast and lunch to children in 450 schools per year, with half of them targeting schools with displaced children. To increase local production capacities and individual skills, the project will provide financial and technical support to local producers, with a focus on women. Training provided will include climate-smart agricultural methods such as those that promote better usage of water and forest resources. In some communities, the project would use an innovative approach by providing meals based from the supported producers. Finally, the project would provide equipment and training to school employees to improve the performance and sustainability of school canteens. The project would reach 114,600 direct beneficiaries, (47,500 girls and 47,500 boys) as well as 19,600 local producers, community members and school workers, of which 10,192 are women.

Caring Societies: sharing care responsibilities to advance gender equality

This project seeks to advance gender equality in Colombia by improving the recognition, redistribution and reduction of unpaid care work disproportionally shouldered by women, which has been exacerbated during the pandemic. The project will: i) strengthen Colombian government capacities to design and implement a comprehensive set of policies, programmes and services to guarantee the rights of those providing and requiring care, with an institutional framework to respond, and the capacity to produce and use data related to the care economy; ii) support Civil Society Organizations (CSOs) and Women Rights Organizations (WROs) in advocating for a participatory, inclusive and accountable national and local care systems and participate in their design and implementation; iii) assist local governments in designing and implementing care solutions (e.g. care services for children, people with disabilities and elderly; introducing time saving technologies) specific to their local context; iv) scale-up local initiatives in partnership with the private sector, WROs and governments. The project would be funded by a combination of the Branch's reference levels ($3 million) and the Department's Strategic Priority Funds ($3 million) associated with the Prime Minister’s commitment on unpaid and paid care work.

Mid-infrared optical communication testbed for weather-resistant optical satcom

The project is to develop a testbed to demonstrate a link to an optical ground station with a high-altitude platform (HAP). The ground-to-balloon optical links will create C-band (1550 nm) and novel mid-wave infrared (MWIR) transmitter/receiver pairs between a HAP and an optical ground station. The testbed will allow field testing of optical components to be used in optical SatCom for both C-band and MWIR links. This data will be invaluable to partners within the Consortium, as well as the broader scientific community at large. There is also strong potential in the future to use the ground station to collect data on atmospheric scintillation and weather effects on NIR/MWIR optical links in Canada.
