In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Adaptation Fund was established originally under the Kyoto Protocol of the United Nations Framework Convention on Climate Change (UNFCCC) in 2001. It launched its operations in 2010 and has, since 2019, been serving the Paris Agreement alongside the Green Climate Fund (GCF) and the Global Environmental Facility (GEF). The Adaptation Fund has is an effective global financial mechanism, focusing on adaptation and capacity building in developing countries.
Since it started operating in 2007, the Adaptation Fund has supported 33 million people, protected over 380,000 ha of natural habitats and trained more than 1 million people in climate resilience. The Fund's investments contribute to reducing exposure to climate-related hazards and threats; strengthening institutional governance, including policies and regulations, as well as awareness and ownership at the local level; and increasing adaptive capacity and ecosystem resilience in response to climate change.

Nova Scotia Family Courtworker Framework Project

The Nova Scotia Family Courtworker Framework Project, aims to create an Indigenous Family Courtwork framework. They will meet with Nova Scotia Justice, Kwilmu'kw Maw-klusuaqn (KMK) 13 Band Designates and Mi'gmaq Child and Family Services to create a steering committee and guide engagements to determine the best model for Nova Scotia. This will include how many family courtworkers and what services are needed, how they should be managed, costs, training options, etc. This will ultimately lead to developing a team of family court workers at a future date that will provide much-needed support to Indigenous families as they seek to protect their rights and advocate for their interests in the family court system.

Training for Virtual and Hybrid Courtwork

The Training for Virtual and Hybrid Courtworks Project will hold a virtual session of approximately 50 Indigenous Courtworkers from the Yukon, British Columbia to identify common barriers to working in a hybrid environment. A training module will then be developed and delivered in a 3-day face-to-face session in the Yukon. This project will ensure that Indigenous Courtworkers have the knowledge, connections, and specific skills needed for working in a virtual or hybrid world, resulting in better client outcomes.

The Ontario Indigenous Courtwork Training 2023 Project will consist of six virtual focus groups conducted by a facilitator to identify areas for training including hybrid virtual/in-person work environment. The focus groups will also identify additional areas of concern and need for further training. A training module will then be developed and delivered over 2 in-person training sessions to be held in Fall 2023. Organizations include: Aboriginal Legal Services (ALS), Ontario Federation of Indigenous Friendship Centers (OFIFC), Métis Nation of Ontario (MNO), and Mohawk Council of Akwesasne (MCA).

Terabit optical networks based on quantum dot lasers and photonic integration: Phase II (TERAQD2)

NRC single-section passively mode-locked InP quantum dot and quantum dash
ridge-waveguide lasers are capable of data rates up to 20 Tbit/s from a single
laser and over a single optical fiber, achieved through a combination of pulse
amplitude modulation or quadrature amplitude modulation, and wavelength
division multiplexing among >40 coherent optical channels. This technology has
potential to increase dramatically the bandwidth and efficiency of optical
networks while reducing overall cost and parts count, improving data and
communications with remote regions across Canada.
This project aims to further extend the technology with a focus on:
1. Consolidating the evolution from quantum dots to quantum dashes for
higher power output;
2. Expanding the laser bandwidth, enabling a larger number of comb
channels to be multiplexed;
3. Leveraging the unique properties of quantum dashes to enable stable and
efficient operation over a temperature range of 0 to 100°C. Efficient
operation at high temperature is of particular importance for low-cost
equipment that is deployed outdoors;
4. Establish effective single-section quantum-dash passive-mode-locked
coherent comb laser diode (SS-QDash-PML-CCLD) numerical modeling,
with known range of validity verified on devices fabricated in previous
TERAQD project (id HTSN-216).
