In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to de-escalate violent conflict, reduce the vulnerability of civilians, and support peacebuilding efforts, in emerging conflicts Crisis Action. Project activities include: (1) developing the capacity and facilitating access of civil society organizations and religious actors to pursue collective action for gender-responsive de-escalation and peacebuilding, and; (2) developing the capacity of women and women’s organizations and networks to play a lead role in national and regional peace-building processes, and on addressing sexual and gender-based violence.

The Biodiversity Finance Initiative (BIOFIN) - Program 2023 to 2026

The Biodiversity Finance Initiative (BIOFIN) supports countries to develop evidence-based Biodiversity Finance Plans (BFPs). The initiative allows countries to increase resources for biodiversity, reduce needs by greening sectoral budgets, and identify areas to use available resources more effectively. BIOFIN supports countries in implementing financial solutions to reach their national biodiversity targets. Canada supports BIOFIN from 2023 to 2026 in 16 countries to implement Biodiversity Finance Plans that contribute to national biodiversity and climate goals with positive impacts on gender equality. Countries select priority financial solutions from their Biodiversity Finance Plan or create additional solutions with the highest potential to accelerate the implementation of the Kunming-Montréal Global Biodiversity Framework. These results aim to inform the new BIOFIN Methodology to better consider climate goals resulting in a new ‘climate edition’ of the BIOFIN Workbook scheduled for release in 2026.

GALAXIA’s MÖBIUS Satellite Constellation is the first pay-per-use Earth Observation (EO) platform. This constellation of software defined nanosatellites will enable businesses of any size to avoid the obstacles of entering the space sector by offering an intelligent and adaptable satellite service at a reasonable cost.
The MÖBIUS Constellation will host an array of powerful and versatile space sensors on a shared-access basis. The highly configurable system allows platform users to deploy, scale, and modify proprietary software on the constellation while in orbit. Advanced edge compute technology enables sensor data to be acquired and processed in real-time, preventing data delivery delays for the end-user. The pay-per-use pricing model creates an affordable EO solution which ensures that customers only pay for what they use.
The proposed technology demonstration aims to launch a binary mission consisting of a single hub and spoke in order to demonstrate and test the capabilities of the hub and spoke relationship aspect of the MÖBIUS constellation in space. The technology demonstration will help GALAXIA to push the limits of MÖBIUS Software Defined Satellites. GALAXIA will further work with its industry and government partners, both from Canada and abroad, to fly their solutions onboard MÖBIUS in space. GALAXIA has a vast and growing portfolio of industry and government partners from energy to aquaculture to ocean and defence that are working with us to develop powerful applications and demonstrate them during this mission.
